We strive to embody those core values in our everyday operations and interactions.Who We Are Looking ForThe Procurement Division of Central Services is seeking an Information Technology Specialist II (IT Specialist II) professional who will play a vital role in supporting and enhancing the technological infrastructure within the Procurement Office. Working side by side with the Senior IT Specialist, this individual will contribute to ongoing application development efforts aimed at streamlining workflows, improving system performance, and delivering scalable, sustainable solutions. This position is ideal for a candidate with a solid foundation in application development and a strong interest in public sector innovation, who thrives in a fast-paced, team-oriented environment.What You'll Be DoingThe position plays a vital role in supporting and advancing the Procurement Office's technology infrastructure through a combination of technical expertise, system support, and cross-functional collaboration, as demonstrated by the following key responsibilities:

  • Design, build, and configure web applications using tools such as CSS, HTML, jQuery, and .NET to support and enhance procurement-related business processes.
  • Develop, troubleshoot, and deploy T-SQL scripts and stored procedures, leveraging expert knowledge of relational databases to ensure data integrity and system performance.
  • Write, maintain, and optimize front-end code with a focus on enhancing user experience, improving performance, and ensuring scalability.
  • Diagnose and resolve technical issues within procurement systems to minimize downtime and ensure continuity of operations.
  • Deliver first- and second-level support to internal staff and external users, addressing inquiries and issues related to procurement platforms.
  • Conduct business process analysis to gather user requirements and identify opportunities for system enhancements and workflow improvements.
  • Work closely with internal stakeholders and cross-functional teams to translate business needs into detailed functional and technical specifications.
  • Document system configurations, workflows, and technical procedures to ensure accurate and accessible records for support and future development.
  • Create and maintain user training materials and facilitate training sessions to support user adoption and effective system utilization.
  • Adhere to County IT standards, procurement policies, and data security regulations in all development and system support activities.
  • Monitor the performance of procurement applications and support the implementation of upgrades, patches, and system fixes to maintain optimal functionality.
  • Contribute to strategic initiatives and digital modernization projects that support the long-term goals and innovation efforts of the Procurement Office.
Minimum QualificationsExperience: Two (2) years of professional experience in application development, including programming, database management, and web development, with a focus on designing, building, and supporting functional and user-centric software solutions.Education: Bachelor's degree in computer science or a related field from an accredited college or university, or certifications in specific programming languages or operating systems may be required, depending on the duties of the position. Programming languages might include Visual C++, Visual J++, C++, C, SQL, PowerBuilder, Oracle Developer 2000, and COBOL.Equivalency: An equivalent combination of education and experience may be substituted. For applicants possessing very hard-to-find skills which are a critical need to the department/agency, training and certification may be accepted in lieu of full degree requirements.Preferred Criteria, Interview PreferencesPreferred criteria screening questions will be used:
  • Have you developed or supported web applications using .NET, HTML, CSS, or jQuery? If yes, please describe a specific project and your role in its development or support.
  • Have you written and deployed T-SQL scripts or stored procedures in a production environment? If yes, explain the purpose of the scripts and how they contributed to system performance or functionality.
  • Have you provided first- or second-level technical support to end users? If yes, share an example of a support issue you handled and how you resolved it.
  • Have you participated in gathering business requirements and translating them into technical specifications? If yes, describe your approach and how you ensured successful communication between technical and non-technical stakeholders.
