Job Description
Req#: 733164300. The incumbent will report to the USDA-Office of the Chief Financial Officer (OCFO), Technical Innovation Services Division (TISD), Development Branch (DEVB), New Orleans, LA. The incumbent is responsible for designing and implementing Government-wide computer applications systems as a team member and/or team leader.
Duties
- Design, write, test, and maintain programs using Oracle APEX, PL/SQL, JavaScript, and HTML.
- Apply concepts, methods, and techniques of computer system analysis, application software design, and the software development lifecycle.
- Develop new programs or modify existing applications; recommend solutions for Oracle applications.
- Perform preliminary analysis of major projects to determine requirements, logic, information flow, and problem areas.
- Provide technical guidance to team members in planning advanced system projects.
- Prepare written applications, test, and implement newly developed programs.
Requirements
- Must be a US Citizen or US National.
- Males born after 12/31/1959 must be registered with the Selective Service or be exempt.
- Subject to background investigation and fingerprint check.
- Successful completion of a one-year probationary period, unless previously served.
- Subject to a one-year supervisory/managerial probationary period unless prior service is creditable. New USDA supervisors must complete all required training before the end of their probation.

Qualifications
Selective Placement Factor (SPF): This position requires senior-level experience in Oracle APEX and is a lead developer role. The candidate will lead the CPAIS development team in learning Oracle APEX and supporting CPAIS after redesign.
Including this experience in your resume or providing Oracle APEX certification is highly recommended.
To qualify for GS-13:
- One year of specialized experience equivalent to GS-13 in the federal service or comparable private sector responsibility.
- Specialized experience includes developing and implementing application programs, testing, updating applications, developing data mining/warehousing programs, and evaluating database technologies.
- Experience with Oracle APEX, PL/SQL, JavaScript, HTML.
