Salary: $140,000.00 Annually Location : Davenport, IA Job Type: Full-Time Job Number: 1338 Department: Information Technologies Opening Date: 06/22/2025 Closing Date: Continuous Union: Non-Bargaining Definition The City of Davenport is seeking a dynamic and experienced Information Technology (IT) Director to provide innovative and customer-focused solutions to municipal operations. This is a unique opportunity to play a strategic leadership role in shaping the digital future of our city, while supporting essential public services, refining internal efficiency, and enhancing citizen engagement. As a key member of the city's leadership team, the IT Director will oversee all aspects of information technology, including enterprise systems, cybersecurity, network operations, data management, and innovation initiatives. We are looking for a visionary leader with strong technical expertise, a collaborative approach, and a commitment to public service. Salary starts at $140,000 DOQ. Under administrative direction, is responsible for leading the strategic and operational direction of the City's Information Technology (IT) Department. This position oversees the planning, implementation, and management of technology infrastructure, systems, and services to support all municipal operations. The IT Director ensures the secure, efficient, and compliant functioning of IT resources, directs departmental staff, manages technology projects and vendor relationships, and collaborates with internal and external stakeholders to align IT initiatives with the City's goals. Examples Of Duties Oversees the day-to-day operations of the City's IT Department, ensuring smooth functioning of all systems and services. Develops and implements IT policies, procedures and standards to maintain efficiency, security and compliance with relevant regulations. Leads and mentors a team of IT professionals to deliver high-quality support and solutions. Manages the City's IT infrastructures, including networks, servers and software applications, to meet the needs of various departments and ensure reliability and scalability. Plans and executes technology initiatives and projects within budget and timeline constraints. Collaborates with City department stakeholders to assess IT needs, prioritize projects and allocate resources effective to support City initiatives and goals. Analyzes complex business needs presented by City departments and/or other stakeholders and recommends technical solutions. Assists City departments with special projects, developing IT-focused business cases for implementation and maintenance. Works with internal and external IT resources to organize City-wide technology solutions and ensure new initiatives are planned, launched and executed effectively with minimal interruption to City service provision. Serves as a liaison to external agencies, partners and vendors on IT-related matters. Manages vendor relationships and contracts for IT products and services, negotiating terms and ensuring compliance with service level agreements. Develops and maintains disaster recovery and business continuity plans to minimize disruptions and protect City data and operations. Ensures compliance with information security best practices and regulations. Prepares and recommends the annual operating and capital budgets for the IT Department. Qualifications Must possess a Bachelor's degree in computer science, information technology, IT management or related field and eight (8) years of progressively responsible IT experience, with at least five (5) years of experience in IT management; or any equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position. Must possess a valid driver's license and maintain throughout duration of employment. Must pass a background check as prescribed by the City of Davenport. Must live in the City of Davenport within prescribed time period. Knowledge and Skills Comprehensive Knowledge of: IT systems, infrastructure, cybersecurity practices, networking and operations Modern hardware and software technology and development Modern communications systems and devices Project management methodologies and tools Oversight of implementation and support of end-user systems and enterprise solutions Team leadership principles and practices Personnel management, including supervision, training and performance evaluation Comprehensive Skill in: Assigning, supervising, and coordinating the activities of professional IT staff Building and mentoring a high-performing, customer-focused IT team Developing and implementing IT policies, procedures and standards Leading technology initiatives aligned with municipal goals and regulatory compliance Managing departmental budgets, technology procurement and vendor contracts Overseeing data security and business continuity planning Strategic planning and long-term vision for IT infrastructure and services Facilitating cross-departmental coordination on entity-wide technology initiatives Effective communication - both verbal and written - with the ability to explain technical issues to non-technical audiences Problem-solving and decision-making while managing multiple priorities Working collaboratively with internal and external stakeholders at all levels The City offers a competitive salary and benefit plan.
