The position is responsible for the stability and security of both cloud and on premise networks, a fiber network, and all networked devices. Further, the Information Systems Administrator stays abreast of emerging technologies and recommends strategies to ensure ITSA (Information Technology Services Agency) offers innovative solutions to our customers.
Essential Functions and Responsibilities:
● Manager of the ITSA Network Systems staff of 20-25 employees, supporting approximately 40 city and county agencies.
● Plan, organize, and manage staff and overall operations to ensure the stable operation of the organization's IT infrastructure.
● Ensure the stable operation of the in-house computer network. This includes planning, developing, installing, configuring, maintaining, supporting, and optimizing all network devices (PCs, laptops, tablets, printers, and other networked devices).
● Oversee the ITSA help desk operations and ensure proper staff management to meet service level agreements.
● Oversee the design, installation, and optimization of ITSAs cloud environment (including private cloud/servers) and related components to achieve high performance of supported business applications. Develop processes and procedures for ongoing management of the cloud environment. Oversee the physical security, integrity, and safety of on premise data centers.
● Serve as ITSA's risk manager, assessing and holistically managing all aspects of risk brought to bear on the enterprise by IT security and legislative/regulatory compliance issues
● Stay abreast of the current cyber security landscape and ensure mitigations are in place to minimize any known risks.
● Develop and maintain both disaster recovery and business continuity plans.
● Responsible for putting policies and procedures in place to ensure assets are inventoried and properly accounted for.
● Communicate the current priorities of the IT department to their staff, which ultimately come from the priorities of the current elected administration.
● Work with the Director of ITSA and their counterpart Information System Administrator in Application/Systems Development to plan new technology projects.
● Supports the formulation of an ITSA strategic plan and actively participates in the implementation of that plan, ensuring staffing aligns to the set priorities.
● Communicate effectively with both non-technical customers about recommended solutions and with technical staff regarding the deployment of agreed upon solutions.
● Represent ITSA on technology planning teams, provide advice and counseling to planning members to ensure enterprise guidelines are adhered to when considering new technologies.
● Ensure smooth transitions when new technologies are launched.
● Monitor project timelines with direct reports, manage project risks, assist with clearing roadblocks, and re-allocate resources as necessary.
● Develops metrics to measure project status and project leader performance.
● Determines staff, material, and equipment needs for supporting the infrastructure and recommends/justifies budgetary requests for resources, including use of bond funds and capital improvement funds.
● Manages any contracts or vendor agreements relative to network support.

● Human Interaction: Requires the ability to manage and direct a large group of employees, which may include firstline supervisors.Oversees and controls employee discipline, selection and allocation, and planning of human resources.
● Equipment, Machinery, Tools and Materials Use: Requires the ability to operate, calibrate, tune and synchronize, and perform complex rapid adjustment on equipment, machinery and tools such as personal computers, network, calculator, and/or related materials used in performing essential functions.
● Verbal Aptitude: Requires the ability to utilize a variety of reference, descriptive and advisory data and information such as purchase requisitions, status reports, contracts, technical operating manuals, disaster plans, procedures, and non-routine correspondence.
● Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; calculate percentages, and decimals.Requires also the ability to perform advanced algebraic and geometric operations; ability to interpret descriptive statistics.
● Functional Reasoning: Requires the ability to apply principles of logical or synthesis functions involving planning and directing of interrelated activities or multiple departments.Ability to deal with several concrete and abstract variables in working out approaches to major problems.
● Situational Reasoning: Requires the ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or multiple programs.
● Environmental Factors: Work is normally performed in an office environment under generally safe and comfortable conditions where exposure to irate individuals poses a very limited risk of injury.
● Physical Requirements: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and pulling of objects weighing five (5) to ten (10) pounds, such as office supplies. Tasks may involve extended periods of time at a keyboard or workstation.
● Sensory Requirements: Requires the ability to recognize and identify similarities or differences between characteristics of colors, shapes and sounds associated with job-related objects, materials and tasks, such as evaluating software applications.
Qualifications
A Bachelor's degree in Information Technology, Computer Science, Computer Engineering or other closely related information technology degree; plus seven years of experience in designing/managing/integrating diverse technology infrastructure systems, which includes five years of experience in a management or supervisory role.
Preference: A Master's degree in Information Technology, Computer Science, Computer Engineering or other closely related information technology degree.

City residents who pass an examination for a position in the classified service and do not receive any other preference will receive a five (5) point preference on a scale of 100 points on the exam. An additional one (1) point shall be added to the passing score of City residents who receive any other preference on a scale of 100 points.City residents must have resided in the City for at least one (1) year at the time of filing their application to be eligible for the preference points.
