Distinguishing Features of the Class The Inclusionary Compliance Officer has direct responsibility for monitoring and reporting as well as reviewing and evaluating performance in meeting minority and woman owned business goals for the City of Buffalo, and/or other city agencies. The duties of this position involve actively promoting and advocating workplace diversity as well as monitoring the city's compliance with relevant laws and regulations. Incumbents provide technical assistance to contractors in developing and implementing M/WBE initiatives and objectives. He/she plays a critical role in strategizing and executing programs that enhance the City of Buffalo's M/WBE development. Examples of work (Illustration Only) Compliance monitoring and reporting: -Manage city-wide contract audit to ensure agency compliance with M/WBE and workforce goals and requirements; -Site visits to fully engage agencies, vendors and contractors. Contract review: -Work with contractors to meet state goals; -Evaluate proposed specifications against available certified business to ensure goals are attainable pre-award; -Work with contractors and vendors post-award on adjustment of goals; -Enforce and update City's Good Faith policy. Policy review: -Advise of efficacy of current policies in practice; -Recommend data-driven updates to current policies based on trends, forecasts and practical application. Outreach and education: -Through strategic partnerships, this position will provide education to business owners who already or aspire to do business with the City of Buffalo or within the community; -Appropriate technical assistance will be provided as needed. Minimum Qualifications Bachelor's Degree from a college or university accredited by a regional, national, or specialized agency recognized as an accrediting agency by the U.S. Department of Education/U.S. Secretary of Education (any major), and two (2) years of full-time qualifying experience*; *QUALIFYING EXPERIENCE Must be experience in the monitoring or investigating of contracts or portfolios; compliance in a public setting or paralegal work. NOTE: Verifiable part-time or volunteer experience will be pro-rated to meet full-time experience requirements. Additional Information FULL PERFORMANCE KNOWLEDE, SKILLS, ABILITIES AND PERSONAL CHARACTERISTICS Thorough knowledge of federal, state and local laws, rules and regulations pertaining to M/WBE; Basic knowledge of and familiarity with conditions of minority communities; Ability to understand and interpret economic trends, forecasts and practical application; Ability to understand and interpret contractual language, legal passages, rules and regulations on equal employment opportunity; Thorough knowledge and proficiency in MS Office; experience with B2GNow or CRM soft; Working knowledge of workplace diversity issues including recent developments and best practices; Strong analytical and communications skills; Strong interpersonal skills; Ability to establish and maintain effective working relationships with others; Ability to prepare detailed and complex records and reports; Physical condition commensurate with the demands of the position.
