Position: IES Project Management Operations Lead (Project Coordinator)

Location: New York, NY

Salary Range: $106,898.00/yr - $131,665.00/yr (based on experience and skills)

Job Description

ITS provides operational support to state agencies on a 24x7x365 basis; some positions may be required to provide this critical service at any time.

Under the direction of the Program Manager Lead, the Project Management Operations Lead will manage the initiation, planning, execution, and closeout of projects related to the Integrated Eligibility System, utilizing a high degree of initiative, independence, business acumen, technical skills, communication, and team-building abilities.

Key Responsibilities
  • Define and manage project scope, schedule, and budget.
  • Manage project routines including meetings, risk register, issues list, action items, decision logs, and project repository.
  • Lead project resources in a matrix organization within the IES Program and stakeholder groups.
  • Facilitate clarification of business and technical requirements and support decision-making.
  • Negotiate resource allocations and project priorities with senior management.
  • Provide regular project status updates to stakeholders.
  • Oversee development of business cases, requirements gathering, documentation, testing, deployment, and risk mitigation strategies.
  • Maintain detailed project documentation and ensure repositories are current.
  • Identify and mitigate project risks, dependencies, and issues.
  • Coordinate with cross-agency groups to ensure project standards are met.
  • Communicate effectively with project teams, agencies, and stakeholders to ensure clarity of objectives and roles.
  • Report regularly to senior management including the Program Director, Sponsors, and Committees.
Minimum Qualifications

Nine (9) years of experience managing complex IT projects involving multi-entity teams and budgets, including at least one year of supervisory experience.

Degree substitutions: Associate (2 years), Bachelor (4 years), Master's (additional 1 year), Doctorate (additional 2 years).

Preferred Qualifications
  • 5+ years implementing projects with standard SDLC methodologies.
  • Experience managing resources on projects involving NYS or NYC resources.
  • Knowledge of MS Project, SDLC milestones, and stage gates.
  • Experience with technology delivery for social services.
  • PMP certification preferred.
  • Strong communication skills.
