About This Role: The CSA Human Services Manager plays a vital role in ensuring that at-risk youth and families receive high-quality, cost-effective services under the CSA. This position is responsible for monitoring the quality and appropriateness of treatment foster care, residential placements, and community-based services through utilization review, site visits, and data analysis. The manager works closely with partner agencies and service providers to promote accountability, improve outcomes, and support a coordinated system of care. Strong collaboration, facilitation, and analytical skills are essential, along with in-depth knowledge of the Virginia CSA system, behavioral health, and family systems. This role also assists in provider management, contract oversight, and CSA program operations. This is a dynamic opportunity for a human services professional to influence service quality and system efficiency for vulnerable youth in the community. Key Responsibilities
- Assess high acuity youth needs, monitor appropriateness of services, and recommend transitions or step-downs of residentially placed youth. Ensure services align with clinical goals and CSA policies.
- Perform routine and targeted utilization reviews, including participating in provider treatment team meetings, site visits, file audits, and providing recommendations for step-down or transition services to Family Assessment and Planning Team (FAPT).
- Analyze quantitative and qualitative data to identify trends, measure outcomes, and inform continuous quality-improvement and cost-reduction strategies.
- Reviews provider invoices for compliance with contracted rates, authorized services, and documentation requirements, and resolves discrepancies as needed. Prepares and submits invoices to the finance team for final processing and reimbursement, supporting fiscal accountability and timely payments.
- Collaborate and coordinate regularly with case managers from core CSA agencies (community services board, juvenile justice, social services, and public schools) to ensure integrated service planning.
- Provide technical assistance and consultation to agency partners, vendors, and stakeholders regarding best practices and CSA policy.
- Serve as liaison to state CSA offices and participate in statewide initiatives or training
Minimum Requirements: High school diploma or G.E.D. and 7 years of related human services experience. Preferences:
- Bachelor's degree or higher in human services or a related field.
- Experience with conducting utilization reviews and evaluating service plans for youth receiving behavioral health, residential, or foster care services.
- Strong skills in group facilitation.
- Strong ability to collaborate with others while balancing competing interests.
- 3 years or more of experience in the following areas:
- CSA
- Foster Care
- Mental/Behavioral Health
- Community agencies and resources
- Children Services Act policy and procedures and state-specific regulations
- 3 years or more of experience working with the FAPT and Community Policy and Management Team (CPMT).
- 2 or more years in a management/supervisory role.
Special Requirements (if applicable): All DSS staff are required to provide emergency human services work, including staffing emergency shelters in the event of a community disaster. Candidates must pass criminal history, child protective services, and DMV background checks. The Prince William Department of Social Services may not employ resource/foster parents for youth in the Prince William foster-care program. Resource/foster parents for youth from other localities are welcome to apply. Work Schedule: Monday through Friday, 8:30 am to 5:00 pm. This is a hybrid position that requires in-person attendance at meetings and oversight of staff. Telework is available when applicable to the work schedule and may revert to in-office if business needs change. Starting Salary Range: $91,162.50 - $121,836.00/yr.
