Under the direction of the Human Services Director, the newly created Human Services Manager - Behavioral Health position will provide leadership and oversight of the Behavioral Health Division. This includes ensuring the Outpatient Behavioral Health Clinic, Emergency Mental Health Services (Crisis), Comprehensive Community Services (CCS), and Community Support Program (CSP) are operating within requirements set by the State of Wisconsin, following best practices, and meeting the needs of residents of Green County. The Human Services Manager - Behavioral Health provides supervision to all Human Services Supervisors within the Division. This position is required to provide clinical supervision and consultation as needed, represents the Human Services Department and Behavioral Health Division in the Community, and provides backup supervisory support to the 24/7 Emergency Mental Health Services (Crisis) program. Essential Duties and Responsibilities ESSENSTIAL DUTIES AND RESPONSIBILITIES including the following:The following duties are normal for this position. These are not to be construed as exclusive or inclusive. Other duties may be required as assigned.
  • Direct, manage, and administer the Behavioral Health Division which includes Outpatient Behavioral Health, Emergency Mental Health (Crisis), Comprehensive Community Services (CCS), and Community Support Program (CSP).
  • Fulfill the role of Comprehensive Community Services (CCS) Administrator as required under DHS 36.10(2)(e)2. This role includes the overall responsibility for the CCS program, including compliance with DHS 36 and other applicable state and federal regulations and developing and implementing policies and procedures.
  • Fulfill the role of Community Support Program (CSP) Director as required under DHS 63.06(2)(a). This role includes the overall responsibility for the program.
  • Fulfill the role of the Program Administrator as required under DHS 34.21(4)(a) of Emergency Mental Health Services Programs Administrative Code. This role involves program certification including recertification, audits, maintaining insurances and responsibility for development, oversight, and regular updating of policies and procedures to ensure program compliance with all relevant statutes and regulations.
  • Fulfill the role of the Service Director of the DHS 75.50 Outpatient Integrated Behavioral Health Treatment Services. This role involves Clinic Licensing including recertification, audits, maintaining insurances and responsibility for development, oversight, and regular updating of policies and procedures to ensure program compliance with all relevant statutes and regulations.
  • Provide clinical supervision and consultation for licensed program staff and qualified treatment trainees. This includes emergency clinical consultation to mobile crisis team members outside of regular business hours.
  • Participate in recruitment, hiring, retention, coaching, evaluation, and discipline of supervisory staff and unit staff as appropriate.
  • Responsible for accepting interns and ensuring they receive the necessary training and supervision as required by the individual's college or university program and the Department of Regulation and Licensing.
  • Responsible for preparing the annual Behavioral Health Division budget for the Director and ongoing fiscal management of the division.
  • Support Administrative Unit Billing Staff in program compliance with Medicare, Medicaid, Commercial Insurance requirements. This includes required credentialing, training, and documentation.
  • Maintain staffing patterns and policies and procedures as are necessary for the effective operation of the division and to federal, state and local states, and administrative rules.
  • Responsible for ensuring the existence of a comprehensive range of coordinated and quality services to meet the needs of the Behavioral Health needs of consumers in Green County.
  • Responsible for the continuous quality improvement of current programs and services as well as long-range strategic planning to improve the quality and effectiveness of services.
  • Responsible for the Behavioral Health portion of the Annual Report and documentation of statistics as required.
  • Responsible for the oversight of Division's contracts and contracted services.
  • Responsible for the management of the Division's grant funded programs and for grant writing and grant reporting as required.
  • Responsible for consultation and support of the Unit supervisors and staff as appropriate.
  • Responsible for speaking with various community groups and Human Services Board regarding the operations of Human Services and the Behavioral Health Division.
  • Responsible for coordination of services within the agency as well as community providers.
  • Collaborate closely with the Children, Youth & Families Division to ensure that children's mental health and crisis needs are met.
  • Participate with other Agency Management in the ongoing planning, coordination, development and integration of services within the larger Human Services system.
  • Responsible for responding to citizen and community complaints.
  • Establish and maintain effective working relationships with other Division Managers and Supervisors, employees, the general public, community resources, and county and governmental officials.
  • Provide backup coverage to other Agency Divisions as needed.
  • Other duties as assigned by the Agency Director.
SUPERVISORY RESPONSIBLITIESThis position is responsible for the direct supervision of the Human Services Supervisor - Mental Health, Human Services Supervisor - Alcohol & Other Drugs of Abuse, Human Services Supervisor - Comprehensive Community Services, Human Services Supervisor - Community Support Program, and Behavioral Health Nurse (BH). This position provides indirect supervision of all Behavioral Health Division employees. Qualifications QUALIFICATIONSTo perform this job successfully, and individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.EDUCATION and/or EXPERIENCE
  • Graduation from an accredited college with a Master's degree in Social Work, Sociology,
Psychology or a related field, or a Medical Degree in Psychiatry or Doctoral Degree in Psychology is required.
  • 3,000 hours of post-degree supervised professional counseling practice including at least 1,000 hours of face-to-face client contact is required.
  • Three to five years of supervisory experience in a human service/social service agency; or, any equivalent combination of experience and training which provides the required knowledge, skills and abilities.
  • Knowledge of DHS 34, DHS 36, DHS 63, DHS 75, DHS 92, and DHS 94.
  • Excellent oral and written communication, leadership and organizational skills.
  • Knowledge and experience in computer use in a Windows environment, using Word, Excel, and an Electronic Healthcare Record (EHR) System.
CERTIFICATES, LICENSES, REGISTRATIONS
  • Hold a valid, non-training, Licensed Professional Counselor (LPC), Licensed Clinical Social Worker (LCSW), or Marriage and Family Therapist (LMFT) certification in the state of Wisconsin. Psychologists shall be licensed under ch. 455, Stats., and shall be listed or meet the requirements for listing with the national register of health service providers in psychology.
  • Valid driver's license along with unlimited access to a reliable, insured motor vehicle.
