The director of human resources plans and directs all functions and activities of the human resources (HR) unit, including:

• Organizational change
• Employee and labor relations
• Recruitment, selection, and onboarding
• Diversity, equity, and inclusion
• Job analysis and classification
• Compensation and benefits
• Training and employee development
• Safety and risk management
• Ensuring compliance with all applicable laws, collective bargaining agreement, and district policies and procedures

Supervision received and exercised: Work is performed under the supervision of the general manager. The director supervises HR, safety & risk management staff directly or indirectly, and may lead intra-district work groups to support employee initiatives.

Class characteristics: The director assists the general manager in representing the district on complex initiatives and programs by leading highly complex analyses, special projects, and other initiatives related to personnel matters. The role involves performing complex personnel services across disciplines such as policy analysis, labor and employment law, organizational development, industry best practices, and change management, acting as a liaison for district management and staff.
