Owatonna Human Resources Director. The Human Resources Director leads and oversees the full scope of HR functions for the City of Owatonna, providing strategic direction and policy development across all departments. This role is responsible for managing organizational development initiatives, labor relations, total compensation programs, recruitment and selection processes, performance management systems, and compliance with employment laws and regulations. The HR Director supervises departmental staff, collaborates with city leadership on complex personnel matters, and ensures consistent implementation of HR practices citywide. This position is part of the internal operations team and will report to the Assistant City Administrator.
