Lancaster County, SC, located in the fast-growing and highly desirable Charlotte, NC region, is the third fastest growing county in South Carolina with a population of 112,000. The County is committed to managing growth and enhancing the quality of life through sound policies, innovation, capital investments, business recruitment, public safety support, and parks and recreation amenities. The County is governed under the Council – Administrator form of government and includes six elected department directors. The workforce consists of 707 full-time employees and approximately 500 part-time employees and operates on a combined funds budget of nearly $150 million for FY25. The County consists of one city and three towns and is working to balance suburban growth and rural area service needs. The County is seeking qualified candidates for the Human Resources Director position to lead the Human Resources Team. The Human Resources Director is a highly visible and key member of the organization as well as a member of the County Administrator's Leadership Team. The Human Resources Director reports directly to the Deputy County Administrator, but works closely with all members of the Leadership Team and interacts with County Council, County department directors and staff on a regular basis.The successful candidate will oversee a team of three Human Resource and Payroll Specialists that support all County departments in their human resource and payroll needs. The candidate will play a key role in advising and directing on all human resource functions, including compensation, benefits, performance evaluation process, recruitment and retention practices, employee relations and engagement, new employee onboarding and orientation. The candidate will advise the County Administrator concerning insurance plans, costs, coverages, changes, and administer the COBRA program and address the requirements of the Affordable Care Act. The position oversees position control monitoring, provides in-house consulting for County Department Directors and elected officials to provide information and assist supervisors in resolving employee relations and work performance issues, in accordance with county policies, procedures and all pertinent laws and regulations. Works with risk management on workers compensation claims and employee training and development programs.The Ideal candidate for this position will be a motivated and creative individual with experience in delivering a robust human resources function. Must have a working knowledge of benefits administration and regulations and work collaboratively with a diverse community and staff. The candidate will demonstrate exceptional customer service and a desire to enhance service offerings to continue to build on the success of Lancaster County. The candidate will thrive in a team setting and possess a high degree of problem-solving, time management and prioritization skills. The successful candidate will have strong writing skills and an ability to effectively communicate both orally and in writing. The ideal candidate will have 7 or more years of experience in human resources administration, personnel or related areas, in County or municipal agencies; or any equivalent combination of experience and training which provides the required knowledge skills and abilities.#J-18808-Ljbffr
