The division providesindividualized decisions based on the best interest, most appropriate, and least restrictive alternatives forthose appointed to guardianship. Responsibilities include, but are not limited to:
- Performs limited fundamental tasks the human resource areas of classification, compensation, performanceappraisal, payroll, employee benefits, the Family and Medical Leave Act (FMLA), and corrective anddisciplinary actions.
- Learns and gains experience in multiple areas of human resources administration andapplicable statutes and regulations; and performs other duties as required.
- Perform limited duties as a liaison for human resource related functions and communicate information betweenservice regions and divisions, the DCBS Commissioner's Office, and the Office of Human Resource Management.
- Performs basic research to interpret and apply laws, regulations, policies, and procedures toregional and divisional management and, or, employees regarding personnel matters.
- Receives, reviews, and preparespersonnel action documents for processing.
- Performs a preliminary review of employee qualifications todetermine if the employee meets the established minimum requirements for job classifications.
- Learns and becomes familiar with employee benefits to provide technical support to divisional managementand, or, employees
- Performs basic research to interpret and apply laws, regulations, policies, and proceduresto provide guidance and, or, documentation needed for appropriate actions to be taken.
- Assists with the compilation and facilitation of evaluation processes to ensure all evaluations are completedin a timely manner and are in compliance with regulations, policies, and procedures.
- Completes onboarding of new hires to include providing an overview of the agency, discussing employeebenefits, ensuring completion of onboarding documentation (insurance, retirement, tax withholding, I-9, etc.),and providing information for employee self-service.
- Provide coverage of division phone lines and distributemail.
- Provides technical assistance related to time entry and approvals.
- Run Kentucky, Human Resource InformationSystem (KHRIS) time reports to identify time error issues and advise management and employees for corrections.
- Updates and reverts flex schedules and shift premium coding, per policy.
- Serves as mentor for regionaladministrative specialists and serves as backup as needed.
- Other duties as assigned.
Preferred Knowledge, Skills, and Abilities:
- One year of professional experience in personnel administration, business administration, or management.
- Administrative, business, research, and, or, clerical experience.
- Excellent verbal and written communication skills.
- Excellent computer skills.
- Attention to detail, being thorough and accurate in completing tasks.
- Ability to work cooperatively as part of a team.
- Coordinates and maintains records.
Minimum Requirements
EDUCATION:Graduate of a college or university with a bachelor's degree.
EXPERIENCE, TRAINING, OR SKILLS:One year of professional experience in personnel administration, business administration or management.
