Metro Transit is seeking an enthusiastic, engaged, and well-rounded HR Manager II. HR Manager II will be providing leadership and consultation across general functional areas of Human Resources within the department. You will play a pivotal role in the provision of informed and effective HR support within a highly unionized and complex labor relations department with a strong emphasis on equity, inclusion, and belonging throughout the employee lifecycle.

This position will report to the Metro Transit Human Resource Manager III and will work with and support a highly skilled team of human resource service delivery professionals. This is a unique opportunity to draw on your strong leadership and change management skills in a fast-paced, growing department to meet the service excellence goals set by the department. You will use your strong interpersonal skills to build and leverage relationships, lead data-driven programs designed to solve entrenched problems, and facilitate high level of HR support across all divisions of Metro.

In this role, you will apply equity and social justice principles that exemplify shared values, behaviors, and practices to all aspects of the work. As a HR Manager II, you will:

  • Provide direct supervision, leadership, and guidance to Metro Employee Services division HR teams, including:
  • Shaping and supporting implementation of systems for areas of HR service delivery as prioritized by the HR Manager III and ES Division Leadership.
  • Ensuring administration of human resources practices adhere to collective bargaining agreements and applicable federal, state, and local employment laws.
  • Working alongside them in support of the Metro divisions they serve.
  • Build and lead effective teams by:
  • Coaching and mentoring direct reports as well as creating and implementing development plans and goals.
  • Allocating staff and resources to meet the service delivery demands and workload fluctuations.
  • Setting high standards for customer focus and timely completion of deliverables.
  • Setting and continuously reviewing metrics for progress on achieving department, team, and individual goals.
  • Model best practices in leadership by:
  • Fostering an environment of continuous learning and development of skills.
  • Supporting a model of high-quality service delivery and accountability.
  • Creating a welcoming, inclusive, and safe environment for all employees.

Minimum Qualifications:

  • Five (5) years of progressive and broad functional knowledge in a variety of HR service areas, and a bachelor's degree in human resources, Public Administration or equivalent; or any combination of education and experience that clearly demonstrates the ability to perform all the key deliverables and expectations of the position.
  • A proven track record developing and implementing innovative human resources strategies, best practices and goals.
  • Demonstrated experience working in a unionized and highly complex labor relations environment.
  • Experience as a HR consultant providing legally defensible advice on complex HR policies, procedures and practices to applicants, managers, leaders, and other key organizational parties of interest.
  • Demonstrated ability to develop strong and effective working relationships with employees, colleagues and external interest groups.
  • A desire to champion equity, racial, and social justice: an understanding that systematic racism and its long-term effects are pervasive in our society and show up in our workforce; comfort with having candid and sincere conversations with employees at all levels about race and equity in the workplace.
  • Demonstrated experience successfully navigating conflict and facilitating through conflict with others.
  • Demonstrated ability to manage change in a growing and multi-faceted organization.

Desired Qualifications:

  • High volume, HR generalist experience in a public sector environment.
  • Previous work experience as a Human Resources Manager in a public sector environment.
  • Strong working knowledge and proficiency with PeopleSoft.

Work Schedule:

This position is non-exempt from the provisions of the Fair Labor Standards Act and overtime eligible. Work hours are comprised of a 40-hour workweek within core hours of workday, normally 6:00 a.m.-6:00 p.m., Monday through Friday.

Work Location:

The primary location of the position is at the King Street Center offices, 201 S. Jackson St., Seattle, WA 98104.
