Oversee a portfolio including private housing companies, municipal housing authorities, State or Housing Finance Agency financed limited profit projects, limited dividend projects, Urban Development Corporation initiated projects, and DHCR initiated housing programs that utilize State and Federal funding programs. Responsibilities include performing site and office visits, producing comprehensive field reports, assessing housing management performance, coordinating work with HUD MOR staff, performing rent roll audits, ensuring compliance with regulated tenant selection practices, reviewing procurement contracts and budget rent determinations, and responding to complaints as directed by higher-level housing management representatives. In-person and/or virtual attendance at day or evening rent conferences, hearings, shareholder and or tenant meetings is required. This position requires travel throughout NYS at a 40% annual travel percentage. Work under the supervision of a higher-level Housing & Community Renewal Specialist and may also supervise lower-level grades/titles.
Minimum QualificationsThis title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS). For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in a NY HELPS title, employees may take part in any promotion examination for which they are qualified.

Candidates who are brand new to state service will start at the hiring rate of the position which is $66,951 plus $4,000 in location pay.
