Highway & Roads Market Sector DirectorPrimary Responsibilities

Market Sector Directors (MSD) are part of HDR's matrix management structure that drive our business. The HDR Highway & Roads (H&R) market sector is the largest, representing nearly $1B in annual revenue globally. It includes clients owning and operating highways, toll roads, city, town, and local roads, and bridge structures. HDR's primary services for H&R include: bridge and highway design, traffic engineering, transportation planning, and tolling services.

This role requires an understanding of H&R clients, their funding, revenue streams, and governmental structures at state, federal, and local levels. Responsibilities are divided into:

  • Market leadership and business development (approx. 70%)
  • Staff development (20%)
  • Support to Operations (10%)
  • The Market Sector Director sets the vision for HDR's growth and service expansion in the market sector, supporting regional and area leadership to achieve growth, revenue, and profit goals, and facilitating strategic initiatives and staff development. They maintain communication with leadership to implement growth and operational plans.

    HDR's US contracts include nearly all state departments of transportation and various local agencies. The role involves expanding these relationships internationally, especially in Canada, the UK, the Middle East, and Australia. The Director supports business development, client management, and strategic growth initiatives, engaging with employees and enhancing HDR's market presence.

    Business Development

    The Director oversees marketplace assessment, business approach, and contract acquisition, working across sectors to increase market share and foster client relationships, including:

    • Developing strategic vision and direction
    • Serving as a client manager for key accounts
    • Leading project pursuits and marketing efforts
    • Participating in industry organizations and forming strategic partnerships
    Staff Development

    Leading an organization focused on talent growth, the Director is responsible for staffing, technical excellence, and recruitment, including:

    • Managing P&L in coordination with local managers
    • Driving technical quality and staff support
    • Participating in performance reviews and key hires
    Support to Operations

    The Director assists in project delivery, profit monitoring, staff allocation, and quality assurance, ensuring effective use of resources and risk management.

    Qualifications

    Preferred:

    • 20+ years in highway/bridge planning or engineering
    • PE license or equivalent
    • Leadership in industry associations (AASHTO, IBTTA, etc.)

    Required:

    • Bachelor's in Engineering or related field
    • At least 12 years of industry experience with leadership roles
    • Strong communication, client management, and business skills
    • Commitment to HDR's employee-owned culture
