PRIMARY PURPOSE OF POSITION: The Helper Preparation Training program will provide an opportunity to meet the qualifications for apprenticeships. Helpers will observe and assist higher classified employees and receive classroom and on the job instruction. The Helper Program consists of two phases for a total of a twenty-four months. Phase 1 is a thirteen-week introduction to utilities industry, through classroom instruction and department rotations which will include on the job skill building assignments. Phase 2 of the Program will prepare Helpers for placement after completion of the Helper Program in one of the following departments: Electric Aerial or Underground, Gas, or Overhead Transmission.

PRIMARY DUTIES AND ACCOUNTABILITIES: Breaking of blacktop/concrete roadways and sidewalks Flagging, property and/or worksite restoration Worksite Restoration Shoveling, raking, and transferring grade materials such as dirt and stone Securing utility devices using straps, ropes or chains Utilizing saws, torches and cutting devices Driving, marking, removing, or replacing grade stakes Measuring and marking grades using rulers, levels, strings or lasers Provide support to project foreman, fellow team members and any other personnel assigned to the site. Guides trucks and spots the driver around overhead utilities. Uses hand tools and tamping equipment to assist in the completion of the project. Assists in the assembly and installation of trench protection Applying cement, glue and other adhesives Gather tools, equipment, and materials needed to perform job tasks. Digs trenches and locates underground utilities Locates underground utilities using hand tools and vacuum excavation equipment. Performs general housekeeping duties including clean up and organization of job site, tools, trucks, trailers, and equipment. Learns and complies with all company and OSHA mandated health and safety regulations. Operating tampers, rollers or other compaction devices Assist in installation of underground primary and secondary raceways, overhead primary and secondary lines and control cabinets. Performs traffic control operations Assists in set up of work zone patterns as provided by the site foreman. Keeps site clear of debris and materials that could pose a hazard Performs additional duties as assigned.

JOB SCOPE: This position also requires participation in the local union and payment of union dues. Candidates only apply that can adhere to working the required schedule as described above. Within nine months of his/her start date, the Helper must: 1) Receive a passing score on the Construction and Skilled Trades (CAST) test; and 2) Obtain a Valid Drivers' License. Failure to do so for any reason will result in termination. Helpers must bid as required by the contract when a class opens. Since this is a feeder opportunity, failure to obtain a non-Helper position within 24 months of hire as a Helper would result in the employee being terminated. The role is strictly a feeder opportunity for newly hired employees to Local 614; therefore, internal Local 614 employees may not bid to the Helper job classification.

MINIMUM QUALIFICATIONS: Helpers must be able to successfully complete and sustain all competencies and requirements listed below. High School diploma or equivalency certification. No previous experience necessary. Must successfully pass a Criminal History Background Check. Must be able to pass a pre-employment drug/alcohol test. Successful completion of Company's assessments. Must acquire a PA Driver's License within 9 months from start date of the Helper Program. Must successfully pass qualification test (CAST Constructions and Skilled Trades test) within nine months of start date. Must maintain safe working habits/conditions according to all regulations, procedures and policies. Ability and willingness to work a rotating shift schedule, including extended hours, holidays, weekends, and overtime when required. Ability and willingness to work in a variety of work environments including: outdoors in all weather conditions, on or around energized electrical equipment, in confined spaces or enclosed vessels, underground, in dark areas with limited lighting, and in noisy and dirty environments with proper Personal Protective Equipment (PPE) and other heavy equipment. Ability and willingness to adhere to safety rules and regulations, and to wear and use safety equipment as required. Ability and willingness to perform indoor and outdoor tasks for extended periods of time, which includes lifting up to 50 lbs., climbing ladders and scaffolding, reaching, walking, stooping, bending, twisting, kneeling, pushing/pulling, standing, walking, and squatting. Ability and willingness to travel to various Company locations and job sites. Ability and willingness to communicate clearly with other employees, face to face and over the radio.
