Background/General description

The Pandemic Fund is a multi-stakeholder partnership among donor countries, co-investors, multilateral development banks, international organizations, philanthropies, and civil society. It finances investments to strengthen pandemic prevention, preparedness, and response capacities, focusing on low- and middle-income countries.

The Fund is governed by its Board, supported by a Secretariat hosted by the World Bank, which also acts as the Trustee. The Secretariat's team, based in Washington, DC, organizes into five workstreams: Governance and Board operations; Grant Operations, Portfolio Management & M&E; Partnerships; Communications; and support to the Technical Advisory Panel.

The Grant Operations, Portfolio Management & M&E team manages funding rounds, supports project monitoring, and oversees operational policies. The Secretariat seeks an energetic, resourceful, and qualified Health Specialist with global health experience to join this team, working closely with leadership and stakeholders to deliver high-quality results.

Duties and Accountabilities

  • Support design, development, and rollout of funding rounds, including documentation, applicant queries, proposal screening, and analysis.
  • Maintain online Applications and Reporting Portals.
  • Assess project change requests and advise leadership accordingly.
  • Support emergency financing procedures as needed.
  • Coordinate with Implementing Entities for project launch and monitoring.
  • Assist in M&E, portfolio analysis, reporting, and knowledge exchange activities.
  • Contribute to reviews and evaluations, oversee external consultants.
  • Update Operations Manual and Results Framework as needed.
  • Build strong relationships with project teams, Board members, and stakeholders.
  • Perform other duties as required.

Selection Criteria

  • Master's degree in public health or related field, with at least five years of relevant operational experience in global health and finance, preferably within the WBG or similar organizations.
  • Understanding of global health financing landscape and institutional complementarities.
  • Familiarity with WBG policies; knowledge of other Implementing Entities policies is advantageous.
  • Strong analytical, strategic, and big-picture thinking skills.
  • Excellent communication skills, adaptable to different audiences.
  • Team-oriented, proactive, organized, and accountable.
  • Interpersonal skills for working within diverse, multicultural environments.
  • Flexible, reliable, with strong problem-solving abilities.
