May perform other related work as required or assigned. Health Educator II: Under general supervision performs work of moderate difficulty in a public health setting; providing services, education, support and advocacy through public health programs to individuals, families, groups, businesses and community organizations. May perform other related work as assigned. Health Educator III: Under limited supervision performs complex work in a public health setting; providing services, education, support and advocacy through public health programs to individuals, groups, businesses, schools, and community organizations. May perform other related work as assigned. TYPICAL DUTIES: (Illustrative Only)Health Educator I: Uses established guidelines to evaluate and determine eligibility for public health/nutrition programs; conducts health screenings; uses educational materials; implements educational plans; provides preventive health education; evaluates individuals, families and/or groups for other health, economic and social needs; maintains resource referral information; provides referral of client families/groups to other social programs; conducts directed outreach to increase caseload; ensures accurate documentation and recordkeeping. Health Educator II: Uses established guidelines to evaluate and determine eligibility for public health/nutrition programs; conducts health screenings and evaluates results; develops, selects, and revises educational materials; develops and implements educational plans; provides preventive health education; evaluates individuals, families and/or groups for other health, economic and social needs; maintains referral and outreach network; conducts marketing and outreach to increase services; provides referral of client families/groups to other social programs; ensures accurate documentation and recordkeeping. Health Educator III: Uses established guidelines to evaluate and determine eligibility for public health programs; develops, selects, and revises educational materials; develops and implements educational plans; provides preventive health education; develops and maintains referral and outreach network; provides referral of client families/groups to other social programs; conducts marketing and community outreach to increase services; ensures accurate documentation and recordkeeping; prepares media articles; completes administrative program reports as assigned or required; assists with the orientation and training of new staff; assists with the evaluation and continuous quality program improvements as assigned. Orientation, curriculum, and training will be provided to assist with job duties and tasks. SPECIFIC DUTIES:The Tobacco Cessation Health Educator will:
  • Act as main liaison between Cochise County and ASHLine (Arizona Smokers Help Line).
  • Partner with healthcare organizations and work with interested hospitals to facilitate referrals and health systems change.
  • Develop and implement a Smoke Free Campus or Wellness Policy.
  • Facilitate and coordinate Retailer Education Programs.
Minimum QualificationsHealth Educator I: Associate's Degree from an accredited college or university in health care, medical care, early childhood, special education, elementary education, secondary education, social work, nutrition, or closely related field OR two (2) years of related experience including health care, medical care, early childhood, special education, elementary education, secondary education, social work, nutrition, OR, an equivalent combination of experience, education, and training which provides the desired knowledge, skills and abilities of this classification. Must possess and maintain a valid Arizona driver's license. Health Educator II: Associate's Degree from a an accredited college or university in health care, medical care, early childhood, special education, elementary education, secondary education, social work, nutrition, or closely related field PLUS one (1) year of related experience OR three (3) years of related experience including health care, medical care, early childhood, special education, elementary education, secondary education, social work, nutrition, OR, an equivalent combination of experience, education, and training which provides the desired knowledge, skills and abilities of this classification. Must possess and maintain a valid Arizona driver's license Health Educator III: Bachelor's Degree from an accredited college or university in health care, medical care, early childhood, special education, elementary education, secondary education, social work, nutrition, or a related field from a regionally accredited institution of higher learning recognized by the US Department of Education. Must possess and maintain a valid Arizona driver's license and the ability to be covered by county insurance. An equivalent combination of education and/or experience from which comparable knowledge, skills and abilities have been achieved may be considered. Knowledge, Skills & AbilitiesHealth Educator I:Some Working knowledge of:
  • public health programs, functions, and services;
  • basic health care practices and collection of health information;
  • the organization of health and nutrition services and referral resources;
  • dynamics of social interaction and behavior.

Health Educator II:Working knowledge of:
  • fundamental theories, concepts and methods of health education;
  • teaching and counseling methods applicable to health education;
  • public health programs, functions, and services;
  • prevention/control methods of communicable diseases;
  • basic health care practices and collection of health information;
  • the organization of health and nutrition services and referral resources;
  • the principles of adult learning and teaching skills;
  • dynamics of social interaction and behavior.
Working skill in:
  • gathering & evaluating data;
  • implementing health education programs;
  • interpreting and following policies and procedures;
  • eliciting information through interviews and collecting client information;
  • training and counseling techniques;

WORK ENVIRONMENT: Work is primarily performed under limited supervision. Incumbent generally performs work in a typical office setting with appropriate climate controls and travel between work locations. PHYSICAL REQUIREMENTS: Essential functions of this position require: lifting, manual dexterity, fine or large motor skills, ability to communicate. Light Work: Exerting up to 20 pounds of force frequently lifting or carrying of objects weighing up to 10 pounds requires a good deal of walking or standing.
