The Department of Homeless Services is comprised of 2,000 employees and with an annual operating budget of over $1 billion. DHS is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other Public Agencies and Not-For-Profit Partners, DHS works to prevent homelessness before it occurs, reduces street homelessness and assists New Yorkers to transition from shelter into appropriate permanent housing. The goal of the Department of Homeless Services (DHS) Health Services Office is to improve the health and well-being of New Yorkers experiencing homelessness. The Health Service Office serves the Department of Social Services (DSS) and the Human Resources Association (HRA). The Health Service Office develops and implements public health and evidence-based health interventions and systems and conducts programmatic research and evaluation. The Health Service Office Institutional Referral Program reviews referrals from health care facilities to shelter to assess medical appropriateness, support diversion to appropriate levels of residential care, and develop safe discharge and community care plan. Minimum Qualifications1. For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have:
- Project management experience. - Data analysis and reporting skills. - Knowledge of Social Service Program. - Supervisory experience in the budget area within Government Agencies. - Knowledge of Federal, State and local/city policies and mandates. - Strong verbal, written communication and interpersonal skills.

Residency RequirementNew York City residency is generally required within 90 days of appointment. However, City Employees in certain titles who have worked for the City for 2 continuous years may also be eligible to reside in Nassau, Suffolk, Putnam, Westchester, Rockland, or Orange County.
