We seek a Strategic Process Analyst who thrives in a challenging, rewarding, and process-oriented environment while supporting the Marine Corps' Ground Systems Enterprise (GSE) mission. The GSE governs the modernization of select ground vehicles and combat systems as the Marine Corps' unifying enterprise solution. The Marine Corps is undergoing one of the most significant transitions in its history, evolving existing capabilities, introducing new ones, and maintaining current readiness levels safely and affordably in daily competition and in preparation for potential conflict. The GSE aligns actions across Fleet Marine Forces (FMF), Headquarters Marine Corps (HQMC), and supporting elements to synchronize institutional efforts, drive tempo, and safely generate sustained readiness for designated ground vehicles and combat systems.
This person will use their mathematical modeling, data analysis, and problem-solving techniques to improve operational readiness and enable senior leader decision-making related to supporting the complex ground combat systems within the GSE portfolio. This person will provide on-site support to Marine Corps Installations Command (MCICOM) offering subject matter analysis that enables MCICOM to execute its responsibilities as a key provider to the GSE. This role will work closely with stakeholders across HQMC (PP&O, CD&I, I&L, P&R, M&RA, TECOM, and MARCORSYSCOM/PEO-LS) and other DoD agencies to analyze readiness, material availability, safety, and affordability goals.
Location:
- This position is located in Arlington, VA with occasional travel to GSE related planning events in CONUS and OCONUS locations.
Responsibilities:
- Provide analysis that supports the GSE in identifying basing, training area, and facility requirements for ground systems.
- Assess facility shortfalls that could impact the operational readiness of ground systems.
- Collect and analyze data and develop decision support tools that help assess Marine Corps installations' impact on ground systems operational readiness.
- Support the identification of readiness degraders and evaluation of DOTMLPF-C pillars to inform senior leader decision-making.
- Develop data-informed options that drive senior leader decisions to generate relevant capabilities at sustained levels of operational readiness.
- Develop operations, safety, and readiness metrics that measure the impacts of solutions to generate the highest levels of readiness in the most cost-effective manner.
- Identify potential barriers that impact ground system readiness, efficiency, or safety.
- Analyze, produce, and review briefing materials intended for leadership information and decision making on ground vehicles and combat systems' current readiness, and historical, current and future readiness.
- Provide administrative support, including receiving, tracking, reviewing, drafting, and responding to Department of Navy (DoN) Enterprise Task Management Software Solution (ETMS2) on the Secret Internet Protocol Router Network (SIPRNet) and Non-Classified Internet Protocol Router Network, (NIPRNet), Automated Message Handling System (AMHS) Messages, Information, Position and Decision Papers, PowerPoint Briefs or other documents as required at the Unclassified and Classified levels.
- Coordinate emails, calendar events, and tasks due for staffing, both internal and external to the Branch.
- Coordinate and obtain information internal and external to prepare spreadsheets, briefings, reports, and/or recommendations to assist in providing responses to queries as required.
Security Clearance:
- Active Secret Clearance
- U.S. Citizenship required
Education and Experience:
- Bachelor's degree in a relevant field (e.g., Operations Research, Management Science, Data Analytics, Quantitative Analysis, or related discipline).
- Minimum 10 years of relevant Marine Corps experience.
- Familiarity with the Marine Corps Military Construction (MILCON) Team Planning and Programming Process.
- Proven experience working with ground systems stakeholders within the FMF and HQMC (CD&I, PP&O, I&L, P&R, M&RA, TECOM, and MARCORSYSCOM/PEO-LS.)
- Familiarity with Fielding Plans, Disposal Plans, and Capabilities Development Documents.
- Expertise in the Planning, Programming, Budgeting, Execution, and Assessment (PPBEA) process.
- Knowledge of the Total Force Structure Process (TFSP) process.
Preferred Additional Skills:
- Master's degree in an above listed field or related discipline.
- Mastery of HQMC administrative organization, processes, and procedures.
- Excellent communication skills and ability to work independently and as part of a team.
- Strong knowledge management capabilities, including assessing needs, defining strategies, and implementing knowledge management solutions.
- Strong organizational and time management skills.
- Proficiency in SharePoint and Microsoft Suite (Word, Excel, Teams, PowerPoint).
