The pay range for this position is $27.87 - $31.54 per hour, DOE. The Grants and Community Resources Department is seeking a GRANTS ADMINISTRATOR II to join their team. This position develops and administers grant programs and related contracts in assigned areas for the Grants and Community Resources Department.

Representative examples of work include researching grant opportunities, soliciting proposals, preparing and submitting grant applications, preparing forms and budgets, performing financial analysis, reviewing and implementing necessary documents for grant application and grant awards, administering grants received by the local government, establishing and maintaining accurate records, preparing periodic financial and performance reports, ensuring compliance with all applicable rules and regulations, monitoring project/program progress, preparing loan agreements, preparing requests for proposals, bid documents and conducting bid openings, conducting site inspections or program audits, acting as the local government liaison to grantees and contract holders, preparing and managing contract agreements, establishing program parameters and performance standards, conducting community needs assessments, conducting research, preparing analyses as needed, assisting in the development of program and policy recommendations for the local government's consideration, coordinating or participating in special projects, exploring specific issues, responding to identified needs, proposing public policy, developing new programs, or enhancing coordination of existing services, engaging with federal, state and local governments, community organizations and public forums to examine issues, develop programs and plan services, and facilitating meetings for the collaboration of a variety of interests. Provides education and technical assistance as needed to local government officials, outside agencies, community-based organizations and individual applicants seeking assistance. Assists with the preparation of program budgets as part of the local government budget and generation of accounting records with regard to grant programs.
Minimum qualifications include a bachelor's degree in public administration, a social science, or other liberal arts field demanding excellent writing and analytic skills. Requires three years of experience with any combination of: proposal writing, research, budget management, community outreach, project development, project management, project evaluation, and grants preparation and administration.
Physical/environmental demands include the work being commonly performed in an office setting. Requires occasional light lifting (up to 20 lbs.). Requires occasional field site inspections involving walking over rough, uneven terrain. Requires occasional out-of-town travel to attend meetings, conferences, and workshops.

Public Employees Retirement System Montana public employees of the state, university system, local governments and certain employees of school districts are covered by the Public Employees Retirement System (PERS). Sheriffs' Retirement System (SRS) A public pension plan for all Montana Sheriffs hired after July 1, 1974 and Detention Officers hired after July 1, 2005. Public Service Loan Forgiveness - Working for Missoula County may qualify you to receive student loan forgiveness. Supplemental Retirement Benefits are offered through Valic or Nationwide. Sick Leave Full-time employees accrue 7.38 hours per month and are eligible to use sick leave once you have been an employee for 90 days. The accrual is pro-rated for part-time employees. Vacation Leave Full-time employees accrue 9.24 hours per month and are eligible to use leave after continuous employment for a period of 6 full months. The accrual is pro-rated for part-time employees. Holidays The County observes eleven legal holidays in even numbered years and ten legal holidays in odd numbered years. Paid Parental Leave (PPL) In recognition of the importance of bonding and care of a newborn child or a child placed for adoption, Missoula County offers 6 continuous weeks of PPL to eligible full-time employees that have been with the county for 180 days. The hours are pro-rated for part-time employees.
