Salary: $38.00 - $52.25 Hourly Location : Hillsboro, OR Job Type: Regular Full-Time Job Number: 25-48 Department: Digital Solutions Program: Geographic Information Systems Opening Date: 08/15/2025 Closing Date: 9/2/2025 5:00 PM Pacific The Position The Digital Solutions department is seeking a GIS Specialist. This position provides moderately complex support to GIS Analysts and District staff. Creates, updates, and maintains complex maps, layers, and data. Assists with data collection, management, transformation and quality control tasks. Utilizes GIS and related systems to generate detailed reports in support of District operations. Essential Functions (The essential functions listed below are not intended to reflect all duties that may be assigned to this classification. The District may augment duties and/or essential functions at its discretion. Additionally, some incumbents may not perform all Essential Functions.)
  • Provides moderately complex technical assistance to GIS Analysts and District staff, utilizing the District's Geographic Information System (GIS). Assists with spatial and hydrologic analyses using ArcGIS and related applications.
  • Utilizes GIS software to design, create, and update complex maps, drawings, spreadsheets, data files and documentation. Update and maintain standardized web maps, map templates, data layers, illustrations, and custom maps based on internal or external requests in accordance with District cartographic standards. Performs complex analysis and database queries. Assists Analyst with writing programs and scripts for development of mapping products.
  • Performs aggregation, quality control, transformation, and import of external data into the enterprise geodatabase using GIS tools. Troubleshoots and resolves data errors as a result of performing QA/QC task.
  • Assists with the development, testing and implementation of custom geoprocessing models and script-based tools.
  • Assists with the testing of GIS software upgrades, and resolves and troubleshoots GIS-related problems.
  • Serves as GIS technical resource to District staff and other government agencies.
  • Provides training to staff in GIS applications and other aspects of GIS.
  • Ensures the accuracy of District GIS databases through a series of reviews and checks.
  • Provides support to GIS Analyst in identifying and troubleshooting operational issues and problems related to GIS software and data management.
  • Procures and manages critical utility related documents. And ensures the proper record retention rules are followed.
  • QualificationsKNOWLEDGE OF:
    • ArcGIS desktop and web applications
    • Spatial and hydrologic analyses
    • Python scripting
    • Computer software
    • Principles and practices of project management
    • Principles of data management and control
    • Principles of geodatabase design, mapping and cartography
    SKILL IN:
    • GIS analysis, mapping applications and map production
    • Project management
    • Process documentation
    • Gathering and interpreting technical data to form accurate conclusions
    • Use of computers and computer software including word processing, spreadsheets, database design and management tools
    ABILITY TO:
    • Effectively utilize ArcGIS tools and applications
    • Accurately collect, enter and verify spatial and tabular data
    • Document processes and procedures
    • Produce clear and effective reports
    • Establish and maintain effective working relationships with those contacted in the course of work including a variety of District staff, partners and customers

    • Understand and interpret pertinent policies, procedures, laws and regulations
    EXPERIENCE AND TRAINING GUIDELINES: Any combination of experience and training that would likely provide the required knowledges, skills, and abilities is qualifying. A typical way to obtain the KSAs would be: 3 years' experience which includes GIS, cartography, infrastructure or community design, technical review or management of sanitary or storm sewer utility networks, as a computer, engineering or GIS technician, or related work; and Associate's degree in GIS, geography, environmental science, engineering, information systems, computer office applications, operating systems, or a related field. or An equivalent level of combined experience and education.
