Job SummaryVIRSIG is seeking a dedicated Geographic Information Systems (GIS) Consultant with a strong emphasis on GIS analyst expertise in support of one of our local New York / New Jersey State contract customers. This role will be instrumental in enhancing security and law enforcement operations by integrating GIS capabilities to support the implementation of a newly adopted Computer Aided Dispatch (CAD) and Records Management System (RMS) and enhancing the mapping with other related security and law enforcement applications. While additional skills in GIS development are welcome, the core focus of this role is to harness GIS analysis to optimize resource allocation, crime analysis, incident mapping, and situational awareness. This is an office-based position located at the Port Authority of New York and New Jersey Technical Center in Jersey City, NJ.Duties / Responsibilities
  • Lead the development and refinement of a comprehensive GIS data strategy for law enforcement/public safety and security focus, addressing data silos, security/access requirements, data governance/quality, and metadata documentation
  • Collaborate closely with law enforcement and security personnel, IT teams, CAD/RMS vendor, ESRI, and other client agency staff to define and execute GIS requirements aligned with CAD/RMS integration
  • Design and establish GIS databases, data models, and spatial layers to empower precise mapping, impactful geospatial analysis, and informative data visualization for law enforcement and security operations
  • Leverage GIS analyst skills to create and optimize workflows that provide real-time mapping, incident visualization, crime hotspot analysis, and resource tracking
  • Uphold the quality and integrity of geographic datasets, ensuring consistent and accurate data across the GIS platform
  • Deliver technical training sessions to enable police officers and staff to confidently utilize GIS tools and techniques in their daily tasks
  • Collaborate with stakeholders to discern spatial queries and analysis requirements, producing actionable insights for crime prevention and investigations
  • Monitor and troubleshoot GIS-related challenges, oversee system upgrades, and reinforce the dependability and security of the GIS infrastructure
  • Stay attuned to evolving GIS industry trends, proposing innovative solutions to amplify law enforcement and security capabilities

Daily Tasks
  • Report to the Port Authority of New York and New Jersey Police Department
  • ???Collaborate with vendors, particularly the CAD/RMS vendor, to ensure seamless integration within law enforcement and security operations
  • Configure and maintain GIS software applications, ensuring consistent functionality
  • Develop, refine, and update GIS databases and spatial layers to accommodate evolving data needs
  • Engage in geospatial analysis to generate operational maps that aid decision-making
  • Foster alignment with IT teams to facilitate seamless system integration
  • Deliver training sessions to police officers and staff, enabling effective GIS tool usage
  • Develop, enhance, and fine-tune GIS workflows to enrich CAD/RMS integration
  • Vigilantly monitor GIS system performance and address technical issues as they arise
  • Assist in crafting crime maps and conducting hotspot analyses to support law enforcement initiatives
  • Provide ad-hoc spatial queries and reports as required by operational demands
  • Maintain awareness of GIS advancements and their applicability to law enforcement and security functions
Minimum Qualifications
  • Bachelor's degree in Geography, GIS, Computer Science, or a related field
  • Demonstrated expertise in programming languages common to GIS (Python, JavaScript, or C#)
  • Strong grasp of spatial databases and data modeling principles
  • Competency in spatial statistics and modeling
  • Well-rounded problem-solving and analytical capabilities
  • Sound understanding of law enforcement operations and workflows
  • Basic familiarity with databases and spatial databases (e.g., PostgreSQL, PostGIS)
  • Proficiency is equivalent to the role of a GIS Analyst
  • Proven track record in GIS implementation, configuration, and management
  • Familiarity with GIS software such as ArcGIS, QGIS, or comparable tools
  • Excellent communication and collaboration skills, particularly with non-technical stakeholders
Desired Qualifications
  • Exposure to mobile GIS application development
  • Professional certifications in GIS or related fields
  • Skills in data interoperability and configuration
  • Familiarity with CAD and RMS systems in the context of law enforcement
  • Awareness of data visualization and business intelligence tools like PowerBI
  • Proficient project management capabilities; PMP certification preferred
  • Ability to lead and train
  • Demonstrated ability to innovate and drive technological advancements in law enforcement context
  • Complementary GIS developer skills in addition to the core GIS analyst abilities
  • Master's degree in GIS, Geography, Computer Science, or a relevant discipline
  • Strong proficiency in GIS development frameworks and tools (ESRI ArcGIS API, OpenLayers)
  • Familiarity with cloud platforms and services (e.g., AWS, Azure, Google Cloud) for geospatial data and application hosting
  • Knowledge of geospatial web services (WMS, WFS, GeoJSON, etc.)
  • Proficiency in scripting and programming languages (Arcade, Python, R, SQL, Java/React.js, C#, etc.)
  • Experience collaborating with public safety agencies or police departments
Physical Requirements
  • Prolonged periods of sitting at a desk and working on a computer
  • Frequently required to sit, stand, walk, talk, or hear; use hands to handle or touch objects or controls
  • Must be able to lift, push, or pull up to 25 pounds and occasionally lift, push, or pull up to 50 pounds
  • Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and the ability to adjust focus
