Seattle Public Utilities is seeking an innovative IT Developer to support SPU's SCADA (Supervisory Control and Data Acquisition) Data Warehouse and Information Management Systems. In this role, you will provide critical analysis, development expertise, and system support for essential infrastructure monitoring technologies. This key position directly impacts Seattle's vital water and waste management services by ensuring reliable data systems and integration between operational technology and business intelligence platforms.
As a primary technical liaison between IT and operational business units including Drainage and Wastewater, Water, Solid Waste, Operations, Control Center, and the watersheds, you'll develop and maintain critical applications that support the city's core utility services. Your expertise will help ensure continuous operation of systems that Seattle residents depend on daily.

Key Responsibilities:
SCADA System Management: Maintain and enhance the SCADA IMS Portal; configure and manage Aveva/Wonderware tags in System Platform and IMS databases; provide end user support and performance monitoring of SCADA IMS applications. You'll be working with real-time control systems that help deliver clean water to 1.5 million people.
Software Development & Maintenance: Maintain and enhance .NET developed system applications for all lines of business (including critical water monitoring systems); design, develop and maintain .NET Services for internal/external data collection, management, and sharing.
Data Analysis & Reporting: Develop and manage reports using various tools (PowerBI, Aveva Insight, Tableau); create and maintain technical and user documentation; coordinate the documentation collaboration site for scheduled outages and maintenance.
Quality Assurance & Compliance: Develop and execute software test plans (unit and integration testing); coordinate user acceptance testing; comply with Software Development Life Cycle (SDLC) standards and Seattle SPU's configuration management and version control standards.
User Support & Training: Develop end user training materials and conduct training sessions when necessary; communicate effectively and build strong relationships with team members and customers across various technical skill levels.
Business Analysis: Translate requirements into clear, concise documentation for scalable designs; guide internal customers through problem definition and business process review to identify and document data, functional, and technical software requirements.
Education: Bachelor's degree in Computer Science, Web Development, Software Development, Information Technology or a related field, or equivalent combination of education and experience.
Experience: Three (3) years combined experience as an analyst-developer on various technologies in a large project environment, including client/server applications, relational databases, web-based applications and data warehouse applications.
Special Conditions: Ability to navigate uneven terrain and transfer station floors during occasional site visits to operational facilities for system integrations and troubleshooting.

Salary: The salary range for this position is $52.63- $79.00 Hourly.
