Freight activity is essential for all New Yorkers, providing goods needed to support over 8.5 million residents, more than 4 million jobs, and 62 million tourists annually. Currently, nearly 90% of the City's goods are transported by truck, a shift from rail and water networks to highways in the latter half of the twentieth century. This dependency on trucks to meet increasing demand exacerbates traffic congestion, pollutes the air, stresses aging infrastructure, and impacts residential neighborhoods' quality of life. The Division of Transportation Planning & Management (TPM) oversees the safe, efficient, and environmentally responsible movement of people and goods on NYC streets, supporting economic and social vitality. Responsibilities include planning, street design, technical analysis, signage, transit development, freight mobility, and safety for all road users. The Freight Mobility (FM) Unit within TPM seeks two (2) motivated candidates with strong technical and communication skills to serve as Program Leads for the Freight Efficiency and Sustainability programs. The unit develops infrastructure projects, programs, and policies to improve the safety, efficiency, and sustainability of freight movement in NYC.

Working collaboratively within an interdisciplinary team and under general supervision, successful candidates will:

  • Plan, design, and lead the expansion and evaluation of freight programs and initiatives, including monitoring, data synthesis, and communication;
  • Manage and mentor staff and consultants, coordinate with stakeholders, and build relationships with business districts, community members, and officials;
  • Coordinate activities across multiple projects, ensuring strategic alignment and effective implementation;
  • Participate in cross-functional mobility initiatives;
  • Promote data-informed transportation planning to target, communicate, and evaluate projects and policies.
  • These roles report to the FM Deputy Directors overseeing freight efficiency or sustainability. The Efficient Deliveries Program Lead will focus on expanding Off-Hour Deliveries, Neighborhood Loading Zones, and Microhubs. The Sustainable Deliveries Program Lead will expand Commercial Cargo Bikes, Blue Highways, Truck Electrification, and Green Loading Zones. Both will support citywide freight strategies, including the 'Delivering New York' and 'Delivering Green' plans, ensuring neighborhood sensitivity and compatibility.

    Minimum Qualifications
    • A baccalaureate degree from an accredited college or university and two years of full-time city planning experience; or
    • A combination of education and experience equivalent to the above, with graduate coursework in relevant fields substituting for experience at a rate of 30 credits per year, provided a baccalaureate degree is held.
    Special Qualification Requirements

    Assignment Level III: One additional year of professional experience beyond the minimum.

    Assignment Level IV: Two additional years of professional experience beyond the minimum.

    Preferred Skills

    Knowledge of transportation policy, planning, operations, management, or technology; strategic thinking; experience analyzing transportation performance; budget management; strong data analysis; report writing; proficiency with MS Office, ArcGIS, Adobe Suite; and a valid Driver's License is a plus.
