If working a hybrid schedule, the incumbent will be required to make a telework arrangement with their supervisor. The incumbent will be expected to work in the office as determined by policy and discussion with their supervisor.The Freight and Commercial Vehicle Operations Office Director leads the delivery of office products and services and manages 75+ staff. The office leads statewide planning, regulatory compliance, and investment direction for Minnesota's ports, waterways, passenger and freight rail, heavy trucks, and other commercial vehicles. The position provides subject matter expertise to help ensure a safe, effective, and efficient transportation system that that reflects customer needs and protects the public.The position serves as the department's freight expert and responsibilities include:
- Oversee commercial vehicle operations and permitting;
- Develop and manage relationships with local, state, and federal agencies and stakeholder groups;
- Provide innovative methods to improve program management and compliance;
- Advance the agency's mission, vision, strategic plan, and long-range plans; and
- Coordinate legislative proposals, which includes providing testimony before the Minnesota Legislature.
The position is responsible for workforce planning, developing and monitoring budgets, performance management, asset management, risk management, and implementing agency and division initiatives, including efforts to promote equity and sustainable transportation.

Minimum QualificationsFive years of progressively responsible leadership experience that include three years of managerial experience.If you meet the above requirements and wish to be considered further in the selection process, you must provide a cover letter summarizing your experience in the areas listed below. - Technical Expertise: experience demonstrating knowledge of transportation, including freight, passenger rail, commercial vehicle operations, and policy.
- Policymaking: experience developing and implementing legislative proposals and reviews, policies, rules, standards, and procedures.
- Human Relations: experience building and maintaining effective working relationships with stakeholders, agencies, institutions, and organizations; and demonstrated ability to promote diversity and inclusion.
- Fiscal Management: experience managing large, complex budgets (e.g., multiple revenue streams, grants, revolving funds, legislative appropriations), allocating resources, and a willingness to implement innovative service delivery models.
