As City Manager, you'll join a capable, motivated leadership team that's ready for coordination, clarity, and direction. The groundwork for progress is in place. This isn't a ceremonial role. You'll be hands-on, working alongside staff to improve operations, modernize practices, and implement the vision set by Council. You'll engage directly with residents, industry partners, and developers to drive momentum. You'll also serve as a key advisor, helping elected officials navigate complex decisions with professionalism and insight.

You won't just manage the day-to-day, you'll help shape the future of Freeport.

In this role, you will:

  • Oversee citywide operations with a focus on performance, accountability, and continuous improvement
  • Lead and support a multidisciplinary team of directors and staff across all departments
  • Serve as the chief advisor to City Council, translating goals into action and policy into outcomes
  • Represent the City in regional conversations, partnerships, and development negotiations
  • Strengthen internal processes, modernize practices, and align the organization with strategic goals
  • Drive communication, both internally and externally, to keep stakeholders informed and engaged

Freeport is seeking a results-driven and experienced local government professional who brings strong operational skills, clear communication, and a steady leadership presence. The ideal candidate will be energized by the opportunity to lead a capable team, work closely with an engaged City Council, and guide meaningful progress in a dynamic coastal community.

Minimum Qualifications

  • At least five (5) years of experience as a City Manager or Assistant City Manager in a full-service municipality
  • Bachelor's degree in public administration, business administration, political science, or a closely related field

Preferred Qualifications

  • Texas municipal experience
  • Master's degree in Public Administration (MPA), Business (MBA), or related discipline
  • Experience with economic development, infrastructure planning, and intergovernmental relations
  • Demonstrated success in navigating Council relations, mentoring staff, and leading organizational change
