Job Summary: The Kent County Local Management Board (KCLMB) is funded by a variety of grants and some general County funds. In addition to its own grant funding sources, KCLMB is required to support county-level strategic allocation of resources to ensure financial support is efficiently directed to programs that best serve the needs of youth, families, and children in their communities. KCLMB seeks a Fiscal Compliance Officer to populate and maintain a fiscal mapping tool to identify all public funds that go to serve Kent County children. Kent County's fiscal map is a tool that analyzes funding streams and uses data visualization tools like Power BI to display these allocations. In addition, the Fiscal Compliance Officer will assist KCLMB in managing its internal grant operations, including maintaining the Department's budget, processing invoices, reimbursements, and supporting fiscal reporting for each of KCLMB's grants and in coordination with the County finance department. Supervision is received from the LMB Director.

  • This position is grant-funded and would require 24-32 hours per week.
Essential Functions: Fiscal Mapping
  • Input and maintain funding allocations in the fiscal map
  • Analyze funding allocations for accuracy and identify deficiencies and opportunities for efficiency.
  • Report findings to the Director, Local Management Board, and County Commissioners to guide resource allocation, program priorities, and financial support strategies.
Budget and Monitoring
  • Assist the Director in overseeing the departmental budget process from development to monitoring, modifications, and reporting.
  • Track and report budget and spending progress throughout grant terms.
  • Monitor vendors' fiscal reporting through desktop and on-site monitoring visits, including revenue and expenditure analysis and the reconciliation of balance sheets.
Grant Compliance
  • Complete fiscal components of grant applications in coordination with the Department and vendors or sub-recipients
  • Complete budget modifications and ensure accuracy across grant and fiscal systems.
  • Monitor grant spending
  • Complete grant reimbursement and fiscal reporting
Billing and Procurement
  • Maintain department fiscal files and documentation.
  • Prepare payment forms and enter data into accounting systems.
  • Manage the requisition process for vendor contracts, department supplies, subscriptions, and other equipment.
  • Perform other duties as required.
Required Knowledge, Skills, and Abilities:
  • Prioritization Skills: Ability to handle a variety of duties with conflicting deadlines and needs.
  • Communication and Persuasion: Ability to communicate with end users, to gain cooperation and understanding of data needed to achieve goals.
  • Analytical Thinking: Ability to think things through from an analytical perspective and understand the cause and effect of data and information shared and designed.
  • Detail Orientation: Ability to update information for end users as it relates to instructions and directions, which are clear, concise, and easy to understand.
  • Flexibility: Ability to deal with complex and varied work, requiring a complete knowledge of a wide variety of operations and practices consistently using independent judgment.
  • Financial acumen: Must possess the knowledge to maintain and support various accounting structures.
  • Decision Making: Ability to exercise strong decision-making and good judgment, as decisions made impact the project.
  • Computer Related Skills: Experience with advanced Excel functions such as pivot tables, VLOOKUP, etc., and ability to incorporate complex functions into documents, spreadsheets, databases, and presentations. Proficient in the use of Microsoft Office and exposure to grant-reporting software.
Education and Experience:
  • Requires Associate's Degree in Finance, Accounting, Public Administration, or equivalent technical training, education, or experience.
  • Experience with Non-Profit Organizations or Community Based Organizations that serve children, youth, and families is preferred.
  • Valid Maryland Driver's License and an acceptable motor vehicle record.
Physical and Environmental Conditions: Work is conducted in an office setting with comfortable lighting, temperature, and air conditioning. The position occasionally requires stooping or bending. Occasional very light lifting, such as three or four reams of paper, books, or other materials (up to 20 pounds), may be required. Work environment involves everyday risks or discomfort which require normal safety precautions typical of such places as offices or meeting rooms, e.g.: use of safe workplace practices with office equipment, and/or avoidance of trips and falls and observance of fire regulations. Schedule:
  • Flexible hours within weekday daytime activity (anticipated 24-32 hours per week), subject to the review and approval of the Director.
