Financial Management Analyst (Civilian Payroll)
Location: Falls Church, VA (5 days/week onsite)

Position Summary:
We are seeking a qualified Financial Management Analyst (Civilian Payroll) who provides functional technical advice and assistance to the Defense Health Agency Financial Operations Division financial and budget analysts and financial support personnel.
Essential Duties & Responsibilities:
Utilize ATAAPS and HR Mini Master to enter employee payroll information, approve employee timesheets, confirm and edit employee payroll information.Run and extract Uncertified Time and Missing Time reports in ATAAPS and follow up with employees as needed to correct/enter time.Provide helpdesk troubleshooting support to all users of GFEBS and ATAAPS from a financial execution and planning perspective.Contact employees/timekeepers/certifiers who have outstanding uncertified timecards.Track payroll related issues in the ticketing system (Remedy) and assist employees in resolving their issues.Provide leadership with weekly Manual Defense Civilian Payroll System & Remedy Reports and resolve discrepancies.Assist employees with onboarding and offboarding, including system interaction and entering/removing time from the payroll system.Conduct audits and reviews of time and attendance records/DCPDS/DCPS and work with auditors on departmental/system audits.Develop training materials and conduct train-the-trainer sessions on automation systems.Assist in reconciling commitments and obligations with DFAS, correct disbursement errors, and communicate regarding funds status issues.Provide technical advice on civilian payroll and time and attendance in accordance with OPM, DoD, and DHA policies.Complete in-processing forms, explain pay rates, pay periods, within-grade increases, and leave accruals.Review and process corrections to time and attendance records.Review personnel documents coded into the PAID system.Respond to verbal and written pay and leave inquiries from employees, supervisors, and management.Travel as needed for client requirements.Education and Experience Requirements:
Education:
- Bachelor's Degree in Financial Management, Financial Analysis, Managerial Finance, Accounting, Business, or related field, or relevant experience.
System Experience:
- Extensive experience with ATAAPS, DCPS, HR Mini Master, GFEBS.
- Proficiency with MS Office Suite (Word, PowerPoint, Visio, Outlook, Excel - Pivot Tables).
Experience:
- Minimum 3 years in DoD budget and program development, execution, and management or relevant experience.
- Minimum 1 year experience with Defense Health Program operations or similar.
- Knowledge of DoD, Defense Health Program, and Federal budgetary and accounting regulations and policies.
- Understanding of PPBE process for obligations, expenditures, and fund management.
- Strong communication skills, both written and oral.
