Job DescriptionJob DescriptionSalary: $65/HourFHWA Construction Project EngineerJob Type: Project-based Hiring for Field Assignment for 2024Location: Alaska, Washington, Oregon, Idaho, Montana, and WyomingApply by submitting a cover letter, resume, and 3 professional references to BambooHR through the links at our website: www.proHNS.com/careersPosition Description:The FHWA Construction Project Engineer (CPE) is responsible for performing project engineering, construction inspection, and construction management in support of Western Federal Lands Highway Division (WFLHD) administered bridge and highway projects. In the performance of day-to-day job duties, this position reports directly to an FHWA Project Engineer. Candidates should anticipate performing most of their duties in the field, using project vehicles as field offices, on rural project sites with at times limited phone and internet service. Project sites include bridges, culverts, roadways, or recreational facilities located within Forests, Parks, and at other Federal, State, or County owned facilities outside of urban areas. Ideal candidate will have experience in highway reconstruction and 10,000+ ton asphalt paving projects.Typical responsibilities include but are not limited to: approval/rejection of material and workmanship; monitoring labor and safety provisions; maintaining project logs and files; developing records of defects, reviewing of Construction Contractors submittals, reviewing/approving Construction Contractors pay notes, review/approve project submittals and shop drawings, monitor the construction schedule, assist in the administration of construction contract modifications, coordination with the Construction Contractor and FHWA, and preparation of other construction contract administration and inspection documentation.Qualifications:Valid State-issued drivers license.Ability to stand, walk, climb, and bend for an excessive amount of time.Ability to lift and carry up to 60 lbs.Ability to withstand and be exposed to varying weather and terrain conditions.Available for varied duty shifts and for off-duty emergencies, particularly throughout periods when the Construction Contractor is working multiple shifts.Ability to communicate effectively, orally and in writing.Possess effective listening skills.Experience interacting and communicating with partner agencies, the public, landowners, construction contractors, and other stakeholders.Experience supervising and assigning tasks to project inspectors and/or office support personnel.Possess effective time management skills.Highway construction practices, methods, techniques, costs, materials, and equipment.Experience preparing contract modifications, independent estimates, negotiation authority memorandums, and negotiation of modifications with the contractor.Experience with sampling and testing procedures and methods of acceptance, including statistical analysis, of highway/bridge construction soils, materials, and products.Experience with administration of a construction contractors work and assignment of inspectors to ensure adequate oversight of the contractors operations.Familiarity with measurement/documentation of work completed daily and maintaining accurate and complete project records within prescribed guidelines.Ability to analyze construction contractor critical path methods and bar chart schedules.Experience with construction oversight of environmental mitigation for wetlands threatened and endangered species; sensitive species; cultural and historical resources; hazardous materials, wild and scenic rivers wildlife and fisheries; noise; visual, water, and air quality; and interagency coordination of environmental concerns.Familiarity with context-sensitive design principles; safety and labor laws and requirements; value engineering proposals; quality control/quality assurance principles; traffic control; materials and construction methods.Proficient with standard computer software including word processing, spreadsheets, database input, and electronic and internet-based file management software.Understanding of how to apply specifications for the construction of roads and bridges.Direct knowledge and basic understanding of the Manual of Uniform Traffic Control Devices (MUTCD), AASHTO Policy on Geometric Design of Highways and Streets, ADA Standards for Accessible Design, and AASHTO Standard Specifications for Transportation Materials and Methods of Sampling and Testing.Ability to provide a minimum of 3 professional references to be checked by Employer.Ideal candidate will possess:Prior experience in a similar position for FHWA, WFLHD, CFLHD, or EFLHD projects.Familiarity with the WFLHD Construction Manual, Pay Notes, and Manual Supplements.Experience with construction surveying & staking, paving, bridge construction, traffic control, earthwork, pavement rehabilitation & preservation, structural concrete and steel construction, retaining walls, underground utilities, erosion control practices, drainage structures, etc.Ideal CPE candidates will possess: Licensed Professional Engineer in Civil Engineering OR Bachelor of Science in Civil Engineering from an ABET-accredited school OR Bachelor of Science in Construction Management from an ABET-accredited school AND 5 years of on-site project administration in a project lead position such as project engineer or project manager;OR 10 years of progressively responsible experience in highway/bridge construction projects including at least 6 years as a Project or Engineer on state or Federal highway/bridge construction or equivalent highway projects.Candidates who do not meet the prescribed requirements for CPE, but possess relevant qualifications and experience, are still encouraged to apply and may be hired for projects on a case-by-case basis.Compensation:401k retirement program100% Employer paid Health InsuranceEligible for annual performance bonusEmployer-paid training, certifications, and professional membershipsEmployer paid mobilization/demobilization travel and lodgingDaily lodging and meal per diemsEmployer-furnished vehicle or Employer paid personal vehicle use stipendPay: $65.00/RG hour, plus 1.5x overtime pay for over 40 hours per weekWe encourage you to apply by submitting a cover letter, resume, and 3 professional references to BambooHR through the links at our website;
