Federal Proposal Manager

Location: Chantilly, VA (100% on site)

Position Overview

We are seeking a highly organized and strategic Federal Proposal Manager to lead the development of compelling and fully compliant proposals for U.S. government contracting opportunities. This position blends high-level proposal leadership with hands-on writing and editing to support complex responses across a variety of mission-driven sectors.

The successful candidate will guide the full proposal development process—from opportunity analysis through submission—while working closely with capture leaders, technical SMEs, and cross-functional collaborators.

Primary Duties

Proposal Leadership & Coordination

  • Manage all phases of proposal response activities for RFIs, RFQs, RFPs, and task order submissions.
  • Organize and facilitate kickoffs, content planning sessions, and internal reviews.
  • Create and maintain proposal schedules, compliance trackers, calendars, and risk registers.
  • Drive coordination between internal stakeholders, teaming partners, and support staff.
  • Ensure timely delivery of draft and final proposals in accordance with solicitation instructions.

Narrative Development & Editing

  • Serve as principal writer for key sections such as: solution summaries, implementation approaches, staffing plans, resumes, and past performance.
  • Transform complex technical inputs into accessible, results-oriented language.
  • Customize proposal content based on customer priorities, evaluation factors, and agency mission.
  • Collaborate with graphics teams to incorporate visual elements that enhance narrative clarity and impact.

Compliance & Quality Assurance

  • Ensure every submission aligns with the solicitation's formatting and content requirements.
  • Review documents for clarity, grammar, and strategic alignment.
  • Monitor compliance with FAR/DFARS, agency-specific policies, and scoring guidelines.
  • Lead proposal debrief and continuous improvement activities post-submission.

Required Skills & Experience

  • Bachelor's degree in a relevant field (e.g., Communications, English, Journalism, Public Administration, or Technical Writing).
  • Minimum of 3 years' experience managing and writing federal proposals.
  • Familiarity with government acquisition methods, contract vehicles, and proposal best practices.
  • Exceptional written communication and organizational skills.
  • Strong proficiency in Microsoft Word, PowerPoint, Excel, Teams, and Adobe Acrobat.
  • Experience using government procurement tools such as SAM.gov, FedConnect, PIEE, or similar platforms.

Preferred Qualifications

  • Certification from APMP, Shipley, or similar organizations.
  • Past experience developing proposals in sectors such as cybersecurity, engineering, IT services, or logistics.
  • Ability to manage multiple simultaneous projects under tight deadlines.
  • Familiarity with basic design software (e.g., Canva, Adobe InDesign, or Visio).
  • Strong collaboration and interpersonal communication skills.
