Responsibilities

We are seeking a highly motivated individual to join our Software Business Development team, working closely with American Aerospace Defense and Federal Government customers to enable their success by adopting Keysight Design Software into their solutions and programs. Ideal candidates will have RF and microwave knowledge and an advanced business degree or relevant experience. The Proposal Manager will report to the EDA Software Business Development Manager and will be responsible for:

  • Spearheading Proposal Strategy: Identifying and analyzing solicitations aligned with Keysight EDA's capabilities, leading discussions with stakeholders internally and externally to identify potential opportunities.
  • Leading Proposal Planning: Developing proposal outlines, compliance matrices, conducting color reviews, and managing schedules from start to finish, including RFIs and Questions.
  • Identifying Competitive Strengths: Understanding and leveraging key areas of strength to craft compelling proposals.
  • Strategizing and Implementing EDA Software Initiatives: Creating and deploying strategies to grow Keysight's EDA software within the US Government and Aerospace & Defense sectors.
  • Achieving Financial Objectives: Developing proposals that drive incremental growth aligned with company goals.
  • Government Liaison and Funding Oversight: Monitoring government grants and awards, ensuring compliance with regulations like FAR, and leveraging opportunities.
  • Engaging Prime Contractors: Working with sales teams to incorporate Keysight solutions into prime contractor proposals.
  • Resource Coordination: Ensuring cross-functional support to meet technical and commercial customer expectations.

Qualifications

Basic qualifications include:

  • Education: MSEE or MSCS preferred; MBA is a plus; Bachelor's in business-related fields considered.
  • Proposal Management Experience: Proven success in proposal management, 7-10 years preferred.
  • Federal Proposals: Familiarity with US Government Grants and Awards process.
  • Strategic Planning: Ability to assess proposals and develop aligned strategies, with understanding of defense and aerospace markets.
  • Proposal Skills: Excellent in crafting and presenting technical and commercial proposals.
  • Cross-Functional Skills: Strong project management and leadership to coordinate internal teams.
  • Technical Acumen: Understanding of Keysight EDA software to communicate effectively with stakeholders.
  • Communication Skills: Excellent verbal and written communication.
  • Negotiation Skills: Proficient in securing favorable contract terms.
  • Adaptability: Capable of adjusting strategies to market changes.

Other qualifications include:

  • Deep understanding of FAR and government regulations.
  • Shipley or APMP certification.
  • Security clearance eligibility; TS/SCI highly desirable.
  • U.S. citizenship required.
