Advanced Statement of Work (SOW) 1 Request for Quote Florida Department of Transportation State Term Contract No. 80101507-21-STC-ITS nd 8010507-22-STC-ITS 2 Overview 2.1 The Florida Department of Transportation (Department), is requesting resumes and hourly rate quotes for staff augmentation resources meeting the specific Knowledge, Skills, and Abilities (KSAs) listed below. The Department will select the candidate that provides the best overall value to the State, based on skill set and rate. Term : The contract term for this Staff Augmentation position is intended to be SAP - 6/30/2024 , with possible renewal, based on excellence in work provided, need and budget availability. NOTE : Term does not mean the awarded contractor or resource are locked in for the full year - any contractor or resource may be terminated for cause, convenience, or funding during the contract term. VENDOR BILL RATE : It is the responsibility of the vendor to submit rates in accordance with the pre-established rates within the State Contract. Rate Increase : Please do not impose a rate increase for any subsequent year of the contract as part of your bid response. This is a firm fixed price and will be increased only at the discretion of the Department, based on consultant job performance and availability of funds. Imposing additional increases will automatically disqualify the candidate submission from consideration. Quote Evaluation : Quotes will be evaluated based on the specifications identified in the scope of services and sub sections below. The eQuote will be awarded to the Contractor who presents a Candidate who demonstrates the best value to the Department based upon the response provided. Face to Face Interviews : t the hiring manager's discretion, interviews may be conducted via Microsoft Teams or in person. Telecommuting : Limited telecommuting is currently an option for this position. The selected candidate will be expected to be available in the office for specific purposes if teleworking is afforded. The selected candidate is required to start their first day in the office. In the future, and at the Department's discretion, this option may return to full-time, in the office. The candidate must be able to follow State, Department, Client and Application Services processes and procedures. This candidate must have a working understanding of program and project management responsibilities, possess strong analysis skills, as well as an extensive understanding of the state IT requirements, Rules 60GG-1 through 5, F.A.C. The candidate must possess extensive knowledge and expertise in the use of requirements management, business intelligence, and data management tools and techniques. The candidate must have a working knowledge of ServiceNow. The candidate must be able to coordinate efforts on multiple large and/or cross-functional projects of high complexity that will have a greater impact to the enterprise. The candidate must have experience in developing and maintaining working relationships with business office staff. The candidate must provide research, support, and guidance for key IT initiatives, programs, and projects. 5 Education Bachelor's Degree in Computer Science, Information Systems, or financial related field and three years' professional work experience. Work experience can substitute on a year for year basis for the degree. Special consideration will be given to candidates with experience in leading compliance, data, and governance efforts. 6 Experience Candidate must have a minimum of 5 years' experience in business process reengineering and documentation. This experience must also be in a professional environment in public sector technology organizations. Candidate will be expected to describe multiple past experiences with business process tools and how they were deployed for a successful outcome. 7 Primary Job Duties/ Tasks The submitted candidate must be able to perform the following duties and/or tasks. Duties of the selected candidate will include, but not be limited to:
Resolve day-to-day technology needs of the business unit with a focus on the analysis of processes-dissecting problems and suggesting solutions. Understand technical problems and solutions in relation to the current, as well as the future business environment. Must be able to suggest plans to integrate new and existing processes. Provide input and supports planning and prioritization for business process engineering related activities, including developing the business unit process engineering plan and integrating that plan with the strategic direction. Provide counsel and leadership on future use of technology and business process improvements. This requires a high level of understanding of the FDOT's business systems and processes as well as statewide and industry-wide requirements. Identify processes for improvement, document existing processes, identify and analyze gaps between current processes and the desired state, design new processes, develop process performance measures and plan the transition to a new process. Participate in efforts to define remediation, modernization, and migration issues and potential solutions. Produce deliverables including, but not limited to, business process diagrams and narratives, business requirements, program specifications, and supporting business processes, data conversion and technical impact analyses. Participate in continuous review and update to ensure that processes meet changing business unit conditions. Use subject matter expertise, industry methodologies and best practices, and automated tools to analyze and make recommendations on behalf of the Department for required changes to complex business processes to align with proposed solutions. Document data element inputs, outputs, and other technical metadata for Department computing assets. Assist business users with business metadata documentation. Prepare specifications to communicate Department specific functional requirements for the remediation, modernization, and/or migration efforts and address dependencies with other interfacing computing assets and external stakeholder interfaces. Oversee the development of testing strategies, data scenarios, and test plans to ensure functional requirements are addressed. ssist in the business process redesign and documentation as needed to support ongoing remediation, modernization, and migration efforts in the enterprise environment. Work with functional and enterprise system support staff during technical assessments of the Department's systems and interfaces within internal and external systems. Document business cases and feasibility studies. Facilitate work sessions to elicit and prioritize remediation, modernization, and migration requirements. Translate high level business requirements into detailed business documents and/or functional specifications. Coordinate the development of project schedules, implementation plans, and documentation for computing asset remediation, modernization, and/or migration. Present to management, business users, and technical staff. ssist with User Acceptance Testing. Draft test cases, execute test cases, and document test results. Evaluate critical information gathered from multiple resources. Summarize detailed data into executive level formats as well as breaking down aggregate information into meaningful pieces.
