Category Head Start Position Family Service/Assistant Site Administrator Full-Time/Part-Time Full-Time Description To design, coordinate, and implement the Head Start Performance Standards requirements for Family and Community Partnership content area, which includes Parent Involvement and Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA). The coordinator will work closely with parents, children, and other family members in meeting the needs of the family and with other program staff to ensure access to Early Childhood services. Recruit eligible children and maintain full funded enrollment in all program options, with a waiting list. Monitors average daily attendance and recruits and trains program volunteers; supervises the day-to-day operations of the Family Services staff to ensure compliance with all applicable policies and regulations. Position Requirements
  • Manages overall Family and Community Partnership content area, including ERSEA in accordance with the Head Start Performance Standards for all program options;
  • Supervises the day-to-day operations of the family development services staff to ensure compliance with all applicable program policies and regulations;
  • Plans and organizes recruitment activities and events as required to ensure compliance with family development, eligibility, recruitment, selection, enrollment, and attendance priorities;
  • Establishes and implements procedures for managing the enrollment process to achieve and maintain funded enrollment for each program year;
  • Review Eligibility, Recruitment, Selection, Enrollment, and Attendance (ERSEA) plans annually and recommends changes needed to meet program goals;
  • Assumes the responsibility of ERSEA content area specialist per performance standard;
  • Reviews enrollment applications and monitor priority, eligibility, missing documentation, and wait list status;
  • Ensures compliance of up to 10% enrollment of children with disabilities and 10% allowance for over-income children;
  • Develops, implements and coordinates procedures with family development staff to maintain full enrollment and recruit volunteers in all classrooms;
  • Manages the goals, objectives and action plans for family support services, including Parent Power Club and Parent Groups for parent involvement.
  • Coordinates with the Policy Council and the Assistant Director in all aspects of Parent involvement.
  • Attends monthly Parent Committee meetings and assists with the coordination as needed;
  • Coordinates training and technical assistance (T/TA) with the Staff Development Specialist to all program option staff in the specific content areas;
  • Develops implements and manages a tracking system, which documents monitoring of program activities in assigned areas and develops corrective action plans as needed;
  • Oversees completion of service delivery area program improvement plans based on monitoring results; ensures funding compliance in assigned areas;
  • Plans, develops, and implements the use of the Self-Assessment, PIR and Community Assessment data with an interdisciplinary team of staff, parents, and community representatives to meet Head Start Performance Standards;
  • Provides monthly reports on program outcomes; participates in Head Start management meetings; conducts staff meetings weekly and as needed; participates in program/Health Advisory Committee(s);
  • Reviews and analyzes enrollment and attendance data monthly and develops corrective strategies to address enrollment and attendance concerns;
  • Assists with budgeting decisions related to services, staff or supplies;
  • Responsible for average daily attendance and corrective action plans, as needed;
  • Ensure Family Partnership Agreements and follow- up is completed;
  • Gathers, collects and analyses PIR data and develops monthly reports to monitor compliance with Head Start regulations and performance measures;
  • Performs other duties as assigned by the Assistant Director of Family, Health, and Community Services.
Qualifications: Associate degree in Human Services, Education, Human Development or related field required. Bachelor's degree preferred. A minimum of five (5) years experience in Human Services, Early Childhood Education or related field required. Must have a valid driver's license and reliable transportation and meet all requirements of the Head Start Performance Standards, the Ohio Department of Education and Department of Job and Family Services. Knowledge/ Skills/ Abilities: Five years of experience in a social service agency working with low/moderate income families, with at least two years in a management position. Demonstrated experience in using a family systems approach. Demonstrated use of technology applications of word-processing, database, spreadsheets and presentation software programs. Excellent verbal, written, organizational, interpersonal, and problem solving skills. Ability to work extended hours to meet the required activities. Ability to collect, analyze and present information from a variety of sources.
