Job Description :
The Facilities Maintenance Safety Manager- GSA Contracts is responsible for developing, implementing, and enforcing safety policies and programs across federal buildings managed under General Services Administration (GSA) contracts. This role ensures compliance with OSHA regulations, federal safety mandates, and GSA-specific performance and reporting requirements. The Safety Manager serves as the subject matter expert for all occupational health and safety practices and is critical to maintaining contract compliance and worker well-being. Key Responsibilities:-Develop, implement, and manage site-specific safety plans aligned with OSHA, EPA, and GSA requirements.-Ensure compliance with federal, state, and local safety regulations and the FAR (Federal Acquisition Regulation).-Conduct regular inspections, audits, and job hazard analyses (JHAs) across GSA­managed buildings.-Manage the execution of the company's Accident Prevention Plan (APP) andEmergency Action Plan (EAP).-Maintain all required documentation, including OSHA 300 logs, incident reports, and compliance records.-Develop and deliver ongoing safety training for custodial, maintenance, and engineering staff, including new employee onboarding and site-specific hazards.-Lead toolbox talks and maintain safety training logs for each site.-Evaluate potential risks and develop hazard mitigation strategies.-Investigate accidents, incidents, and near-misses; document findings and implement corrective actions.-Respond to GSA safety concerns and Corrective Action Requests (CARs) in a timely and professional manner.-Participate in GSA inspections, performance evaluations, and post-incident reviews.-Coordinate with Contracting Officers (CO), CORs, and Building Managers to support safety objectives.-Ensure all subcontractors comply with federal safety policies while on-site.-Maintain and update the company's Safety Manual in accordance with changes in regulation and contract terms.-Prepare monthly safety reports, trend analyses, and key performance indicators (KPls) for internal leadership and GSA oversight.-Support Request for Equitable Adjustment (REA) documentation related to safety compliance requirements. Qualifications:-Bachelor's degree in Occupational Health & Safety, Environmental Science, Facilities Management, or a related field (or equivalent experience).-Minimum of 5 years of safety experience in facilities maintenance, construction, or federal government contracting.-Strong working knowledge of OSHA, NFPA, EPA, and GSA safety requirements.-Experience with federal performance-based contracts and FAR regulations preferred.-Professional certifications such as OSHA 30, CHST, CSP, or HASP preferred.-Excellent communication, training, and incident response skills.-Must be able to pass a federal background check and obtain government facility clearance.
