Job SummaryUnder administrative direction, is responsible for overseeing complex projects related to facilities management, to include but not limited to building design and upgrade, maintenance and repair, and tracking of resource allocation and utilization to ensure project completion. Callaghan Rd., San Antonio, Texas 78227Work Hours7:45 a.m. - 4:30 p.m., Monday - FridayEssential Job Functions* Develops and reviews scope of work and cost estimates to complete facility maintenance and repair projects.* Identifies and develops multi-year maintenance and repair programs.* Facilitates the allocation and utilization of resources to ensure project completion.* Conducts building assessments to identify deficiencies and repair needs.* Establishes, implements, and reviews policies and procedures to maintain and/or enhance construction, maintenance and safety standards.* Manages facilities repair and renovation contracts, to include documentation and performance management of contractors.* Coordinates and prepares task orders, scope of work, and project funding for contract work.* Develops and monitors project budgets; ensures projects are completed on time and within established budget.* Manages the performance of staff members to ensure department goals are achieved; meets with management staff to identify and resolve problems, assign projects, evaluate work methods, and correct deficiencies.* Prepares and delivers presentations to leadership on ongoing facilities projects.* Performs related duties and fulfills responsibilities as assigned.Job Requirements* Bachelor's degree in construction, architecture, engineering or a related field.* Eight years of increasingly responsible experience in facilities management, construction, or related field, including two years of supervisory experience.Preferred Qualifications* MBA in project management.* Master of Architecture.* Project management professional (PMP), and/or Certified associate in project management (CAPM).* Facility certifications.Applicant Information* Unless otherwise stated, applicants are permitted to substitute two years of related full-time experience for one year of higher education or one year of related higher education for two years of experience in order to meet the minimum requirements of the job. One year of full-time experience is defined as 30 or more hours worked per week for 12 months. One year of higher education is defined as 30 credit hours completed at an accredited college or university.* Applicants selected for employment with the City of San Antonio in this position must receive satisfactory results from pre-employment drug testing and background checks. Unofficial transcripts and copies of other relevant documents may be attached to the application for consideration in advance.Knowledge, Skills, and Abilities* Knowledge and ability to review building systems' drawings and specifications and technical data associated with the maintenance and repair of facilities.* Knowledge and understanding of complex building systems (electrical, mechanical and plumbing).* Knowledge of building codes (mechanical, life safety, plumbing, etc. and their application to the maintenance of city facilities.* Knowledge of fiscal planning and budget preparation.* Knowledge of supervisory principles and best practices.* Skill in utilizing office equipment, a personal computer, to include but not limited to software products such as Microsoft Office Suite to develop reports, presentations, etc.* Skill in developing, reviewing, monitoring, and evaluating contracts for services and/or materials.* Ability to supervise and train, and evaluate staff.* Ability to manage multiple high level projects within established budgets.* Ability to communicate clearly and effectively.* Ability to establish and maintain effective working relationships with City staff and the general public.* Ability to perform all of the functions of the job with or without a reasonable accommodation.* Working conditions vary between inside an office environment and outside conducting building and systems inspections.
