Facilities and Operations Program Manager - 2025-2026

The Facilities and Operations Program Manager plays a critical role in overseeing the planning and execution of capital improvement and capital asset replacement projects across the division. In addition to managing the full lifecycle of construction and renovation initiatives, this position leads the division's energy management strategy—focusing on sustainability, cost savings, and regulatory compliance—as well as the district-wide records retention program. Reporting to the Director of Operations, the Facilities and Operations Program Manager collaborates with school leaders, municipal partners, and external contractors to ensure facilities and operational systems are safe, efficient, and future-ready. This position also manages special projects and division-wide initiatives at the direction of the Superintendent or designee.

ESSENTIAL FUNCTIONS/TYPICAL TASKS:

  • Performs as project manager for capital projects through all phases of planning, design, construction, and occupancy.
  • Prepares the Capital Improvement Plan (CIP) and Capital Asset Replacement Plan (CARP) by assessing the Division's physical plant in consult with the Director of Operations, the Facilities Manager, and soliciting input from Principals, Directors, and Operations Coordinators.
  • Prepares reports and presentations for multiple audiences, including the School Board, City Council, school staff, and the general public.
  • Develops the scope of work for the design team and negotiates fees and contracts.
  • Reviews construction plans, specifications, and estimates to ensure conformance to building program and budget.
  • Leads public input processes.
  • Secures regulatory approvals and permits.
  • Prepares bidding documents and manages the bid process.
  • Develops and implements the project logistics (phasing, safety & egress, occupant relocations (where applicable).
  • Monitors construction for contract adherence and quality control.
  • Analyzes and negotiates change-orders.
  • Monitors schedule adherence and directs the owner's response to schedule slippage.
  • Reviews and approves payment applications.
  • Evaluates contractor claims, and resolves contractual disputes.
  • Consults with engineers, architects and contractors and makes recommendations with respect to the design, construction and operations of schools.
  • Implements, oversees, and audits the school district's records management program, ensuring compliance with relevant regulations and policies.
  • Manages the school district's energy management program, including the development and implementation of strategies to reduce energy consumption, monitor utility usage, identify cost-saving opportunities, and ensure compliance with energy-related regulations and sustainability goals.
  • Manages special projects, and performs additional duties assigned by the Superintendent or designee

KNOWLEDGE, SKILLS AND RESPONSIBILITIES :

Demonstrated progressively responsible experience in the management of building design and construction; ability to articulate effectively in both oral and written form; superior organizational skills; ability to self-manage and handle many responsibilities simultaneously; excellent problem-solving and project management skills

QUALIFICATIONS/EDUCATION AND EXPERIENCE:

Bachelor's degree in construction management, engineering or related technical field from an accredited college or university and/or a combination of skills and experience.

SALARY:

Range for the 2025-2026 school year is $60,000 to $92,399, with benefits.
