The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). Human Resources Solutions (HRS) support the human resources needs of the HRA and DHS through strategic partnership and collaboration, with the goal of creating an inclusive, motivated, and client centered workforce.Under the executive management of the Chief People Officer, with wide latitude for independent initiative and action, the Executive Director for Strategy and Human Resources (HR) Innovation works as the chief of staff to the CPO and possesses in-depth knowledge of daily operations. Responsible for relaying information between executive team members and other staff members. The Executive Director attends executive- level meetings, provides an overall picture of productivity to CPO and stakeholders, and then transmits information to the department heads.HRS Is Recruiting For One (1) Executive Assistant To The Deputy Commissioner (DOSS) To Function As Executive Director For Strategy And HR Innovation (Chief Of Staff) At The Office Of The Chief People Officer (CPO) Who Will

  • Plan, attend, and facilitate meetings on behalf of the CPO to capture critical issues, deliverables, timeframes, and proposed action plan for resolution and follow-through.
  • Manage the day-to-day operations between the CPO's office, DSS senior staff, and Commissioner's office including follow-up actions to meetings and monitoring the progress of information being requested.
  • Assist the Chief People Officer (CPO) to maximize time by focusing on those areas where they add the most value. These include sharing the organizational vision, long-term strategic planning, mentoring their leadership team, and engaging with employees at every level to build morale and alignment.
  • Facilitate the strategic planning, succession planning, and special projects, which involves scheduling all pertinent discussions, working with subject matter aspects to compile the necessary data and research ahead of time, and documenting all key outputs.
  • Direct, plan and monitor implementation of management and operational controls relative to HRS/OLR programmatic and/or administrative areas.
  • Set key performance indicators to measure and improve team performance. Make recommendations and review policy changes to the CPO to enhance operational efficiencies.
  • Analyze current operations, program services and governing rules and regulations to recommend new initiatives and outreach services to improve the delivery of human resources services for the agency.
  • Direct internal staff operations, in the area of assignment, to ensure the implementation of policy directives and operational objectives.
Salary Range: $ 81,083 - $148,866Work Location: 4 World Trade Center, New York, NYEXEC ASST TO THE DEPUTY COMMIS - 95607Minimum Qualifications
  • A baccalaureate degree from an accredited college and four years of full-time, satisfactory professional experience in one or more of the following fields: program evaluation, public/business administration, public relations, labor relations, fiscal/financial administration or a related field; at least eighteen months of which must have been in an administrative, managerial or executive capacity or supervising professional personnel performing duties in one or more of the fields described immediately above; or
  • Education and/or experience equivalent to 1 above. However, all candidates must possess the eighteen months of supervisory, administrative, managerial or executive experience as described in 1 above.

  • Ability to chair and co-chair staff meetings and interunit partnership meetings. - Demonstrated skill and comfort in proactively building relationships and demonstrating influence with staff at all organizational levels. - Excellent analytical skills. - Excellent oral and written communication skills. - Knowledge of civil service rules and regulations, and human resources policies, procedures, and practices. - Ability to effectively multitask and manage competing priorities/projects, determine the priority level of various deliverables, and continuously reprioritize workload based on emerging needs. - Work well under pressure and with tight deadlines and time constraints.
