Job Overview

The Department of Social Services (DSS) comprises the NYC Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA focuses on combating poverty by providing benefits like Food Assistance and Emergency Rental Assistance, while DHS aims to prevent and address homelessness through innovative strategies. ITS supports these agencies by developing and maintaining critical technology systems, including client eligibility, case management, and employment services.

Position Summary

The ITS is recruiting for a Computer Systems Manager M-III to serve as the Executive Director for HRA Employment/Work Engagement & Child Support Systems. Responsibilities include managing application programming teams, coordinating with senior management, developing long-term strategies, upgrading applications with new technology, and overseeing staff and projects to ensure alignment with agency goals.

Minimum Qualifications
  • A master's degree in computer science with three (3) years of relevant IT experience, including at least 18 months in a managerial or executive role, or
  • A bachelor's degree with four (4) years of relevant experience, or
  • A high school diploma with six (6) years of relevant experience, with at least three (3) years in a managerial capacity, or
  • An equivalent combination of education and experience meeting the above criteria.
Preferred Skills
  • Strong understanding of DSS systems and data integrity.
  • Excellent leadership, communication, and organizational skills.
  • Extensive experience managing application development teams.
  • Deep knowledge of the application development lifecycle and current technologies.
Additional Information

This position is open to qualified individuals under the 55-a Program. Residency in NYC is not required. The salary range is $160,000.00 – $168,095.00. The City of New York is an equal opportunity employer committed to diversity and inclusion.
