The New York City Human Resources Administration (HRA) provides temporary help to individuals and families with social service and economic needs to assist them in reaching self-sufficiency via essential and diverse programs/services, such as: temporary cash assistance, supplemental nutrition assistance program (SNAP), childcare, eviction prevention services, adult protective services, job training, employment plans/support, domestic violence assistance, child support enforcement, etc. The employees of the Family Independence Administration (FIA) help provide unique individual services to eligible New Yorkers aimed toward the achievement of long-term self-sufficiency. Under the direction of the SNAP ADC of Citywide Administrative Coordination and Special Services & Projects, the Executive Citywide Director of SNAP Internal Continuous Quality Improvement (SICQI) is responsible for the strategic management and oversight of program resources allocated to improve the federally mandated SNAP Payment Error Rate (PER) and Case and Procedural Error Rate (CAPER) for New York City. The Executive Citywide Director is responsible for a quality assurance program that includes independently initiated case reviews performed by SICQI Case Reviewers to provide rapid feedback to SNAP Operations staff on the quality of their casework. SNAP Internal Continuous Quality Improvement (SICQI) a new area which aims to address the critical need to reduce error rates, elevate customer support, and respond to OTDA requests and audits. SICQI is being created to manage and respond to Quality Assurance/Control Corrective Action Memoranda (CAM) stemming from State and Federal reviews for all registered cases; coordinating system and workflow improvement plans for SNAP program citywide and creating training requests in response to findings related to staff knowledge gaps. Qualifications1. A baccalaureate degree from an accredited college and four years of satisfactory, full-time progressively responsible clerical/administrative experience requiring independent decision-making concerning program management or planning, allocation for resources and the scheduling and assignment of work, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory, full-time progressively responsible experience as described in 1 above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 3. A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time progressively responsible experience as described in 1 above, 18 months of which must have been in an administrative, managerial, executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or 4. Education and/or experience equivalent to 1 , 2 or 3 above. However, all candidates must possess the 18 months of administrative, managerial, executive or supervisory experience as described in 1 , 2 or 3 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the administrative, managerial, executive or supervisory experience described in 1 , 2 or 3 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
