The Economic Services Division (ESD) of the Department of Community Resources administers federal and state-mandated programs for eligible families, including Food & Nutrition Services, Work First Family Assistance, Medicaid for Family & Children, Adult Medicaid, Energy Assistance, and Emergency Assistance programs. The department provides services through Community Resource Centers to assist families with economic mobility. The ESD supports service delivery across multiple CRC locations and requires regular site visits.

Position Details

Position reports directly to the Division Director and is responsible for the service delivery of multiple economic services programs. The selected individual will support the Department onsite Monday – Friday and provide leadership to staff in multiple CRC locations; may be required to visit CRC Sites regularly. Areas of responsibility include operational excellence, service delivery, customer service, program budgets, contracts, invoices, and operations. Responsibilities may be modified and expanded as assigned by the Division Director.

Position Summary

The Assistant Division Director provides leadership and oversight to Managers for the Economic Services Division (ESD) and the operational leadership team. This role delivers services addressing changing needs of client populations in ESD and assists the Division Director in coordinating federally and state-m mandated programs for eligible individuals and families. Requires understanding of Food & Nutrition Services, Medicaid, NC Health Choice, Work First Family Assistance, Energy Assistance, and Employment Services. Responsibilities include assisting with internal operations (personnel, space, event logistics, policy development), ensuring regulatory compliance, and ensuring daily service delivery. The role requires collaboration internally within the County and with external system partners to improve outcomes for adults, children, and families, and to stay abreast of best practices and policy changes at state and national levels. The ESD Assistant Division Director represents the Division Director at certain meetings in their absence and may lead committees and initiatives related to services for children and families.

Essential Functions

  • Provide oversight and direction for implementation of programs/services
  • Manage day-to-day operations delivering core community services to children, youth, and families
  • Assist with strategic planning, budget requests, and expenditure monitoring
  • Support staff and evaluate program effectiveness; coordinate resources, partnerships, and service integration
  • Address appeals from family members/advocates and investigate claims
  • Provide information to the public regarding programs and services
  • Assist the Division Director with divisional strategic planning and accountability
  • Ensure compliance with Federal, state, and local policies, rules and regulations
  • May staff shelters in the event of a disaster
  • Coordinate internal and external partnerships and establish best practices
  • Assist the Division Director as division liaison with organizations and stakeholders
  • Manage division resources and supervise enrollment and eligibility activities in the NC FAST system
  • Deliver speeches, write articles, or present information to boards or meetings as needed
  • Other duties as assigned

Minimum Qualifications

Experience: Minimum of six years of directly related experience with progressively responsible management experience and two years of management experience.

Education: Bachelor's degree in related field. Combination of relevant education and relevant experience accepted: Yes

Preferred Qualifications

  • Considerable knowledge of Economic Services Programs including Food & Nutrition Service, Energy Assistance, Work First, and Medicaid
  • Knowledge of public assistance and fiscal management in a public human services organization
  • Leadership experience in driving organizational change and employee development
  • Leadership experience in building partnerships and collaborations in social services delivery

Licenses and Certifications

  • Requires a valid North Carolina or South Carolina Driver's License
