Natural Resource Manager/Cultural Resource ManagerEnvironmental Specialist 4Camp Murray, WAThis recruitment is open on an internal basis only to permanent State employees of the Washington Military Department.This position reports to the Environmental Specialist 5 (ES5) for the Environmental Branch within the Construction & Facilities Management Office (CFMO) and is responsible to serve as a Senior environmental specialist to independently perform professional level assignments and general environmental specialist duties in support of program objectives.Responsibilities include:
- Coordinator and designated subject matter expert for assigned programs
- Environmental inspections and assessments
- Lead personnel in the accomplishment of assigned tasks
- Branch-related contractual service support
REQUIREDTwo years of experience as an Environmental Specialist 3;ORBachelor's degree involving a major study in environmental, physical, or one of the natural sciences, environmental planning, or related field,ANDFive years of professional level experience in environmental analysis/control, environmental planning which includes one (1) year equal to an Environmental Specialist 3 or above or two (2) years equal to an Environmental Specialist 2.Additional professional level experience in the above field(s) will substitute, year-for-year for the education requirement. A Master's degree in one of the above fields will substitute for two years of the experience requirement. A Ph.D. in one of the above fields will substitute for three years of the experience requirement.DESIREDExperience:
- Natural resource conservation, archaeological and Cultural Resources Management, and pest management.
- NEPA and SEPA
- ECOP
- Performing complex environmental compliance audits/investigations.
- Writing, technical, scientific, or popular papers.
Knowledge of:
- Federal, Tribal, State, and local environmental issues, laws, and regulations.
- Natural resource conversation.
- Archeological and cultural resource management.
- Methods and techniques of field sampling, testing, and data gathering as applicable.
- GIS tools and techniques.
Skills & Abilities to:
- Use Microsoft Office Suite (including Word, Excel, Outlook, PowerPoint, or similar programs) to develop complex documents in support of program objectives.
Compensation:Wage/salary depends on qualifications or rules of promotion.CONDITIONS OF EMPLOYMENTBackground Investigation:Must successfully complete the appropriate background checks required for employment and to obtain/maintain a Department of Defense (DoD) Common Access Card (CAC) required to access DoD computer systems. Must be willing to sign releases of information and shall not have access to any investigative materials and files. The processing of background checks can take up to six months post-employment. Failure to successfully pass a background check may be cause for termination.Defense Biometric Identification System (DBIDS):Camp Murray uses the Defense Biometric Identification System (DBIDS) for entry to the installation. Must meet access requirements / background check which can be found in the Camp Murray Access Requirements Policy (Unified Policy No. 18-01). This includes possession of an Enhanced Driver's License, or other REAL ID Compliant Identification.Union Shop Provision:This position is covered by a union shop provision - Washington Federation of State Employees.Driver's License:
Valid to drive in the State of Washington.Must meet requirements of the REAL ID Act. This is required to obtain base access and will be required upon hire.Work Hours:A choice between a Tuesday through Friday (4/10 schedule): Monday through Thursday (4/10 schedule): or Monday through Friday (5/8 schedule). Actual hours will start no earlier than 6:00 am and end no later than 6:00 pm, and will include core business hours of 8:00 am to 4:00 pm.Telework:This position is eligible for telework. The incumbent will work with their supervisor to identify an appropriate work schedule and balance between remote and in-person work based on operational need.
