This position conducts highly technical scientific duties related to Technical Assistance in the Northern/Des Plaines Unit. The ideal candidate will aid higher level staff in assisting public water supplies and water pollution control facilities with acquiring and maintaining technical, managerial, and financial capacity. The pollution will also assist higher level staff with the collaboration amongst other Illinois EPA sections/units and other technical assistance providers.The benefits of working at the EPA include a 37 ½ hour work week, a generous salary and benefits package (paid time off for vacation, sick or personal leave, holidays) pension and other retirement benefits, tuition reimbursement, and insurance eligibility on day one (medical, dental, vision, and life).We invite all qualified candidates to apply.Essential FunctionsProvides highly technical and scientific assistance to public water supplies (PWS) and water pollution control (WPC) facilities in acquiring and maintaining technical, managerial, and financial capacity within the Capacity Development Section (CDS) of the Bureau of Water (BOW) in the Northern/Des Plaines Unit, for the Illinois Environmental Protection Agency (IEPA).Explains and interprets statewide capacity development programs and policies, State and Federal laws, and rules and regulations.Coordinates with other technical assistance providers, including but not limited to Illinois Rural Water Association (ILRWA), the Rural Community Assistance Program (RCAP), and Illinois Section American Water Works Association (ISAWWA).Attends and participates in professional conferences, trainings, and workshops.Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.Minimum QualificationsRequires knowledge, skill and mental development equivalent to the completion of four years of college with coursework in the physical, life, or environmental sciences.Requires three years progressively responsible professional experience in the field of pollution abatement or a related field. ORRequires knowledge, skill and mental development equivalent to the completion of four years of college with coursework in the physical, life, or environmental sciences supplemented by a master's degree.Requires one year progressively responsible professional experience in the field of pollution abatement or a related field.Specialized SkillsOf the (3) three years of required experience, requires (3) three years of experience in interpreting and applying the Illinois Environmental Protection Act, Illinois Pollution Control Board regulations, and federal Safe Drinking Water Act Lead and Copper Rule, for implementation of the State's drinking water program in the review of and to provide assistance with the development of lead service line inventories and lead sample site plans for public water supplies (PWS) and water pollution control (WPC) facilities.Preferred QualificationsPrefers at least three (3) years of experience reviewing and assisting with the development of lead service line inventories and lead sample site plans in a private, local, state, or federal public water supply program.Prefers at least three (3) years of experience in water supply or water pollution control treatment technologies and processes for private, local, state, or federal water pollution control or public water supply program.Prefers at least three (3) years of experience in the application of state and federal environmental laws and regulations to public water supply and water pollution control facilities.Prefers experience in speaking to large and diverse groups at meetings and communicating highly complex topics effectively in a public setting.Prefers ability to establish and maintain liaison with municipal officials, facility operators and/or owners, plant managers, or their representatives, and agency personnel.Prefers ability to interpret pertinent laws, rules, regulations, concerning public water supplies and water pollution control facilities and to explain to individuals the techniques and procedures that go into enforcing these laws, rules, and regulations.Prefers the ability to utilize a personal computer with knowledge of Microsoft Word, Excel, and Access software and database programs.Conditions of EmploymentRequires the ability to travel.Requires a valid driver's license.Requires the ability to pass a name-based background check.Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime.
