The base salary range for this position is dependent upon experience and location, ranging from: $114,332.80 - $142,916
Job Summary
Management and strategic oversight of both internal and external resources responsible for developing environmentally protective and cost effective proposals and application materials for environmental permitting and compliance across multiple Operating Companies of Avangrid Networks, operating in different states and in different Federal, State and Municipal regulatory structures. Manages Environmental Permitting and Programs including, environmental elements of design, compliance during construction and waste materials management on behalf of Rochester Gas & Electric. Participate within collaborative SME teams with the objective of timely and cost-effective completion of both capital and operations projects. Ensure environmental permitting studies, routing analysis, and applications are consistent, develop and follow company procedures, compliant with regulatory requirements, timely, complete, and factual. Advise and approve routing and siting determinations. Give expert testimony at Federal, State and Municipal hearings. Review permits to ensure that they are reasonable, cost-effective, and prudent. Monitor regulatory developments across multiple states Ensure that all permit conditions are understood and communicated to affected internal and external parties. Special emphasis on environmental licensing and permitting.
Key Responsibilities
Provides strategic development, direction, and implementation on all aspects of environmental licensing and permitting for capital and O & M projects for electric and gas operations in New York.
Assignment, management and oversight of the identification and successful acquisition of all required regulatory requirements, permits, licenses, and other approvals
Management and oversight of the coordination of outside legal, environmental, permitting, and engineering resources and work scopes to ensure timely, complete, and accurate permitting deliverables.
Review and final company approval of federal, state, and municipal applications and proposals to ensure cost effectiveness, engineering feasibility, consistency, completeness, accuracy, best practices, and positive precedent.
Development of technical, cost effective, and practicable solutions to overcome permitting obstacles throughout the Project from permits, design, execution and close out. Focus on avoidance, minimization, and then mitigation of impacts.
Prepares plans and budgets for environmental licensing and permitting.
Manages contractors for on-time, on-budget delivery of products and services.

b)Ensures contractors' resources within the project
Manages projects to approved scope, schedule and budget
Manages progress against plans, and take corrective action to offset variances.
Coordinating environmental licensing and permits for New York capital projects tied directly to meeting the corporate objective for capital investment.
Verify project adherence to federal, state and local environmental regulatory requirements.
Leads cross-functional project teams. Holds and participates in regular program/project status meetings. Leadership of Project regulatory agency meetings.
Represent the Company's in rulemaking procedures, negotiated settlements, regulatory agency meetings, public hearings, as the signatory company representative, and as the expert witness in litigated proceeding.
Regulatory agency and legislative testimony and presentations.
Monitor laws, regulations, applicable standards, and develop policies, programs, and procedures to minimize corporate risk and ensure compliance with all applicable environmental regulations.
Manages or oversees implementation and inspection of storm water management plans, wildlife management plans, and other regulatory requirements of permits which extend beyond construction phase of project.
Evaluation of Environmental team organization, assignment of permitting and related support responsibilities, and staffing levels.
Required Qualifications
Education and Experience/Training:
Bachelor's Degree required in Environmental or related field.
Master's Degree in Environmental a plus
P.E. (Professional Engineer) or CPESC (Certified Professional in Erosion and Sediment Control) a plus.
A minimum of 5 - 7 years of program/project management and supervisory experience in a directly related field.
A minimum of 10 - 15 years of experience with related federal and state environmental regulatory policies and business practices and procedures.
Knowledge of system design, construction and maintenance practices for both gas and electric operations.
Experience leading and managing multiple project permitting teams and multi-project portfolio
Participation in regulatory proceedings and testimony
Experience in leading teams.
Microsoft Suite.
Skills/Abilities:
Interfaces with the appropriate regulatory agencies, including; USEPA, USACE, USFWS, NYSDEC, NYSDPS as well as local municipalities.
Minimizes Corporate risks and public liabilities.
Provide overall environmental licensing and permitting oversight and work with IUSA experts and contractors to keep projects on track.
Ability to minimize adverse permit conditions for each project and beyond.
Ability to negotiate on problem resolution, vendor management, conditions in permits.
Superior communication skills; proven ability to interact and present solutions to all levels within an organization.
Interpersonal Skills: able to get cooperation and commitment of others without direct reporting relationship to be able to accomplish strategic objectives
Vendor management.
