Navarro-ATL is located in Richland, WA and operates, manages, and maintains the 222-S Laboratory Complex for the Department of Energy. Navarro-ATL members are Navarro Research and Engineering, Inc. (Oak Ridge, TN), and Advanced Technologies and Laboratories International (Gaithersburg, MD).Essential Functions And Job ResponsibilitiesNavarro-ATL is seeking an experienced Environmental Manager to join our team who will be responsible for ensuring a proactive compliance posture, developing and maintaining strong working relationships with customers and regulators, and providing support to Navarro-ATL Laboratory operations. The successful candidate will provide managerial leadership for RCRA permitting activities for the 222-S Laboratory Complex and offer technical expertise and operational support in regulatory areas pertaining to RCRA, TSCA, CWA, CAA, and NEPA. They will be responsible for identifying opportunities for improvement through routine assessments and participating in issue resolution while ensuring personnel comply with Navarro-ATL's policies and procedures.Promote a positive, safety-conscious, and collaborative work environment consistent with the Navarro-ATL mission, vision, and values, based upon openness, trust, communication, teamwork, empowerment, innovation, and satisfaction.Ensure expectations established by senior management around the essential duties are effectively flowed down to staff, regularly reinforced, and incorporated into the performance review process.Implement ISMS and support VPP responsibilities within designated areas.Ensure proper identification, selection, and implementation of technical processes, procedures, standards, and codes of practice to be used in delivery of assigned scope.Effectively lead team members including establishing arrangements that allow them to perform effectively in their role.Manage assigned scope and subordinates by ensuring adequate resources are provided, assigning and tracking tasks, evaluating personnel performance, and providing professional development opportunities.Represent 222-S Laboratory on environmental issues to senior staff, customers, regulatory agencies, and stakeholders.Perform assessments of environmental programs to ensure compliance, evaluate how effectively requirements and procedures are implemented, and identify areas for improvement.Mentor, train, coach, and counsel staff in the effective development and delivery of assigned programs, projects, and deliverables.Other duties as assigned.Minimum RequirementsBachelor's degree in related discipline and 15 years of directly related experience or equivalent combination of education and/or experience.Knowledge and experience in environmental regulations related to air, water, and hazardous radiological waste, including expertise in compliance with permits and the application of monitoring techniques and methodologies.Knowledge of Washington State environmental regulations and Federal regulations.In-depth experience with field implementation of multiple environmental statutes.Desired QualificationsKnowledge/experience in working with government agencies, preferably with the U.S. Department of Energy and the Washington State Department of Ecology Health, EPA, NRC.Previous Environmental Program Management experience.CompensationGrade 22: $159,363 - $209,688The grade level offered to the selected candidate will be based on business needs and the candidate's education, train
