Take the first step in the right direction-are you READY?Position Summary:Manages a variety of complicated environmental programs from cross functional disciplines, including air, water, waste, audits, sustainability, community relations, construction oversight, remediation, and tanks and spills. Manages and facilitates the ongoing development, implementation, maintenance, and refinement of environmental programs. Provides technical expertise in a minimum of three scientific disciplines, while managing contracts, budgets, and consultant work to achieve and sustain environmental initiatives. Examines Port Houston operations to identify process improvements and ensure compliance with environmental regulations across the organization.Key Responsibilities/Duties:

• Develop, manage, and oversee environmental programs
• Develop scopes of work, negotiate contracts for professional environmental services, and manage environmental consultants.
• Oversee and manage highly complex permits, and contracts through legal requirements, project management, cost constraints and budgets
• Coordinate business functions with the appropriate regulatory agencies to ensure that all required permitting is in place, and that permit limitations are compatible with business needs
• Develop and implement environmental strategies and action plans
• Assess and implement existing and proposed local, state and federal regulations
• Assist with environmental compliance through education, training, implementation of corporate compliance and company initiatives
• Promote and raise awareness at all organizational levels on the impact of emerging environmental issues
• Conduct inspections, audits, and training to ensure implementation of best management practices, adherence to regulatory requirements, and promote continuous improvement
• Perform or coordinate personnel, contractors, vendors as necessary to demonstrate permit and regulatory compliance
• Demonstrate environmental compliance, maintain compliance records and documents, and submit required reports and documents to various regulatory agencies within the required time limits
• Perform data assessment and analysis of environmental data using GIS and other software
• Serve as subject matter expert to assess impacts of the changes and actively participate in policy development through industry associations and direct integration with regulating agencies
• Identify and prioritize potential environmental risks and develop appropriate control and/or abatement mechanisms
• Investigate and report environmental accidents/incidents, compile findings, and make recommendations for corrective action
• Manage environmental emergency response actions to minimize impacts to the community and the environment
• Research proposed local, state and federal regulatory changes; assess impacts of the changes and actively participate in rulemaking activities through industry associations and direct interaction with regulators; maintain liaison with agencies, NGO's, other stakeholders
• Coordinate and engage environmental personnel and other personnel in the identification, development and implementation of environmental goals which will positively impact and add value to the organization
• Actively participate in regularly scheduled project review meetings, provide input to work plans or schedule issues, identify risks and project materials or vendors needed to support the project, and promptly inform project lead regarding environmental concerns, requirements, compliance issues, corrective measures, etc.
• Conduct regular site inspections to assess compliance with the plan and permit requirements and monitors construction site environmental performance
• Monitor, document and guide initiatives to minimize wastes, avoid accidental releases or spills, and otherwise reduce potentially harmful releases to air, water, or soil
• Assist the Grants Program Manager with grant proposals for air or sustainability activities

• Perform other duties as requiredSecondary Duties, Based on Specialty (Required to perform a minimum of three (3) of the following):
• Administer Port Houston's Environmental Management System and represent theproject to leadership, outside agencies, and the community • Advise or manage activities occurring on Port Houston facilities and properties relative to RCRA/CERCLA and TCEQ regulatory compliance and to the remediation of contaminated property
• Administer the Wetlands program and associated permitting and National Environmental Policy Act requirements
• Administer the regulatory requirements of Port Houston's TPDES discharge permits, Storm water compliance, and related municipal separate storm sewer system and multi-sector general permits
• Administer the regulatory requirements of Port Houston's potable water compliance and related public water supply permits, and drinking and ground water testing
• Administer the regulatory requirements of Port Houston's non-potable water, vessel discharge permits, and ballast water issues
• Administer and coordinate Port Houston tenant audit program to ensure compliance with lease requirements and government regulations. Communicate findings to Port Houston Real Estate and Operations Divisions and facilitate determination of necessary appropriate actions
• Administer and coordinate Port Houston facility audit program to ensure compliance with local, state, and federal government regulations
• Administer the sustainability program and track policies to support the sustainability goals of Port HoustonEducation/Experience:
• Bachelor's degree in Environmental Studies, Natural Sciences, Engineering, or related major in a public or accredited private academic institution required
• 5+ years of related environmental or regulatory experience required
• Certified Professional Environmental Auditor certification preferred

Knowledge, Skills, Abilities and Behaviors:

• Advanced knowledge of Texas Commission on Environmental Quality and Environmental Protection Agency regulations rules and regulations
• Knowledge of the Clean Air Act, Clean Water Act, Resource Conservation and Recovery Act, Emergency Preparedness and Community Right-To-Know Act, National Environmental Policy Act, SPCC Rule, SWPPP, Tier II, TRI and other applicable State or Federal environmental regulations
• Knowledge of compliance software and GIS

• A current, valid Texas driver's license is required
• A Transportation Worker Identification Credential (TWIC) must be obtained within 30 days of appointment, and be maintained for the duration of employment
