Position Summary: The Pennsylvania Client (Client), in collaboration with the HHS Delivery Center (HHS DC), Centers for Medicare & Medicaid Services (CMS), and other federal partners, is implementing a new Electronic Case Management (ECM) system on a unified enterprise platform. The platform-based approach aims to streamline data sharing, reduce maintenance costs, and improve security and regulatory compliance. We are seeking an experienced Enterprise Project Manager (PM) to lead this initiative. The ECM platform will consolidate and replace multiple legacy systems and support a range of program areas across Client and its partners. The selected candidate will manage the implementation effort end-to-end, provide strategic leadership, and coordinate cross-agency collaboration. Key Responsibilities: Serve as the Enterprise Project Manager for the ECM system implementation Lead planning, execution, and coordination of onboarding program offices to the new platform Collaborate with Client executive leadership, stakeholders, and HHS DC in the ECM governance structure Manage decommissioning of existing systems after transition Develop subject matter expertise in case management processes across Client programs Lead and support other Program PMs to ensure aligned and successful ECM rollout Agencies Involved in ECM Scope: Office of Medical Assistance Program (OMAP) Office of Mental Health and Substance Abuse Support (OMHSAS) Office of Children, Youth, and Families (OCYF) Office of Long-Term Living (OLTL) Bureau of Hearings and Appeals (BHA) Office of Developmental Programs (ODP) Office of Child Development and Early Learning (OCDEL) Centers for Medicare & Medicaid Services (CMS) Administration for Children and Families (ACF) Required Qualifications: 7 9 years of experience managing large-scale technical initiatives Proven experience delivering enterprise-level solutions Strong leadership, communication, negotiation, organizational, and interpersonal skills Ability to manage budgets, vendors, and cross-functional teams Deep understanding of both technical and business project requirements Must be self-motivated, assertive, and results-driven Preferred Qualifications: PMP Certification from PMI Bachelor's degree or equivalent technical training Experience with Pennsylvania Client systems and programs Familiarity with state and federal regulatory environments Experience working within government or large enterprise environments Additional Requirements: Must pass a criminal background check Must provide a Pennsylvania State Police (PSP) PATCH report References (POCs) will be required Work Environment and Costs: Primarily remote work with one in-office day per month in Harrisburg, PA Client provides all necessary hardware, software, VPN, and telephony Client is not responsible for any costs related to telework, travel, parking, or any contractor-incurred expenses
