Position Overview
The State of South Carolina's Department of Administration is seeking an experienced Program Manager to provide leadership and oversight for a high-impact, complex IT transformation project. This role will play a pivotal part in guiding the transition of a large state agencys legacy financial system into the statewide ERP platform (SCEIS).
This is a hands-on, high-visibility role requiring strong program management discipline, stakeholder coordination, and experience managing enterprise-level implementations, particularly ERP or cloud-based systems.
Key Responsibilities
- Gain quick situational awareness of the projects status, risks, and challenges.
- Provide program-level leadership, structure, and oversight across the full project lifecycle (planning, execution, monitoring, reporting).
- Serve as the technical and operational liaison between the state agency, external partners, and the system integrator.
- Enforce best practices in risk management, scope control, issue resolution, and milestone accountability.
- Ensure all technical, functional, and organizational change management (OCM) requirements are understood and met.
- Collaborate with:
- Agency business teams
- ERP/SCEIS team
- External system integrators and vendors
- Executive sponsors
- The external agency managing business processes and vendor relationships
- Drive accountability and deliverables through disciplined program governance.
Required Skills (Ranked by Importance)
5+ years of Program Manager experience on large-scale, enterprise IT projects (not just project-level work). Proven success in cloud-based procurement or ERP (SAP, Oracle, Workday) implementations. Experience with financial system migrations, legacy modernization, and integration into enterprise systems. Strong command of program and project management methodologies (Agile, Waterfall, Hybrid). Track record of rescuing or stabilizing challenged projects. Experience managing system integrators and complex stakeholder landscapes. Excellent communication, facilitation, conflict resolution, and reporting skills. Ability to navigate state/public sector environments with changing priorities and multiple agencies. Preferred Skills
- Prior experience as a Program Manager for state government transformation or ERP programs.
- Experience in multi-agency projects involving financial, procurement, or ERP systems.
Education & Certification
- Required: PMP (Project Management Professional) Certification
- Bachelors degree in Business, IT, or related field (preferred)
