Salary: $9,552.00 - $14,326.00 Monthly Location : Pueblo, CO Job Type: Full Time Job Number: 02408 Department: Road And Bridge P West Opening Date: 07/31/2025 Closing Date: 8/28/2025 11:59 PM Mountain FLSA: Exempt Bargaining Unit: N/A POSITION SUMMARY Directs and coordinates activities of professional engineers and engineering support staff; independently performs highly specialized and expert-level engineering functions; manages the preparation, implementation, coordination, evaluation, analysis, and execution of critical engineering projects, studies, systems, and functions; executes specialized expertise in the broader engineering markets; oversees and performs engineering work to meet business needs. WHAT YOU WILL DO
  • Exercises direct, first-level supervision of positions, employees, operations and activities. Includes coordinating staff training, assigning and reviewing work, participating in the interview and selection process, making recommendations impacting pay, status and disciplinary action, evaluating performance independently or in conjunction with a higher level supervisor/manager, and approving time off and staff timesheets.
  • Develops and coordinates major capital budget and provides justification; reviews daily reports and monitors budget expenditures, timelines, and key project deadlines.
  • Supervises engineering projects and activities; directs activities to design new projects, modifies existing designs, improves production techniques, and develops test procedures; develops and conducts engineering presentations.
  • Ensures conformance to specifications through coordination, design, installation, and control of projects; ensures safety through compliance with rules and procedures; obtains permits and licenses.
  • Develops written review documents and reports including but not limited to, recommending denial or approval of land use applications with conditions; oversees compliance of land use conditions, excavation permit requirements, stormwater permit requirements, and access permits.
  • Plans, organizes, and reviews work assignments of engineering staff; estimates personnel needs and schedules work to meet completion dates and technical specifications; performs succession planning.
  • Performs strategic planning; sets goals and provides leadership; reviews accomplishments, goals, and objectives; recommends alternative courses of action, intervenes when necessary to ensure successful completion of all group projects.
  • Interfaces, negotiates, and works with other utilities and governmental agencies regarding resource coordination and control; represents the County on a variety of sub-committees, boards, and work groups.
  • Manages financial responsibility and accountability for cash handling, bookkeeping, accounting, and estimating; recommends developer contributions to public improvements; monitors financial security including but not limited to, letters of credit, bonds, escrows, and securing completion of improvement and approval to releasing of funds.
  • Independently drives to job sites to supervises staff, provide training and coaching, assign work, monitor project status, and evaluate performance.
  • Stays abreast with trends in federal and state laws and regulations; develops new procedures and programs based on new regulations.
  • Assist the public with complaints and inquiries regarding the research of right-of-way and legal descriptions.
  • Develops, updates and amends computer databases for task, locations and projects.
  • Management of the County's Division of Reclamation, Mining and Safety (DRMS) Permits, annual reports and inspections.
  • Performs other duties as appropriate or necessary for performance of the job.
WHAT YOU HAVEREQUIRED EDUCATION & EXPERIENCE:
  • Bachelor's Degree from an accredited four-year college or university in Civil Engineering, Civil Engineering Technology, or closely related engineering field required.
  • 4 years or more Supervisory Experience required.
  • 8 years or more Architectural Design, Engineering, Construction, or Project Management experience, including serving in a leadership role managing capital projects from conception to completion required.
PREFERRED LICENSE and/or CERTIFICATION:
  • Registration as a Professional Engineer or Land Surveyor in the State of Colorado preferred.
Special Requirements:
  • Must successfully pass background check
  • Possession of, or ability to obtain a valid Colorado driver's license

*** The above 2025 Holiday Schedule resolution number 24-215 was approved by the Board of County Commissioners on October 15th, 2024***DEPARTMENTS SCHEDULED TO WORK ON HOLIDAYS Due to operational requirements, some employees will be required to work on holidays. The employee must take the holiday by the end of the month following the holiday at a date approved by their Elected Official or Department Director SICK LEAVE Regular full-time employees accrue eight (8) hours per month with a maximum accrual of 960 hours. VACATION LEAVE
  • Upon initial date of hire: earn eight (8) hours per month with a maximum accrual of 144 hours.
  • After 5 years: earn twelve (12) hours per month with a maximum accrual of 216 hours.
  • Ater 10 years: earn sixteen (16) hours per month with a maximum accrual of 288 hours.
RETIREMENT All Regular Full-Time employees and Elected Officials are required to participate in the County Retirement Plan upon completion of one (1) month of continuous employment. A pre-tax deduction of 8.25% will be deducted from the employee's monthly pay. EMPLOYER MEDICAL CONTRIBUTION Pueblo County's contribution toward the purchase of your benefit options on a tiered approach and based on which medical plan you elect. If Benefit Selections:
