This posting will be used to fill anEngineer I position within the Department of Inspections and Permits of Anne Arundel County Government. Anne Arundel County Government is looking for outstanding individuals to join our team and contribute to our continued work towards excellence in government.This position is located in the Engineering Division of Inspections and Permits. The Engineering Division is responsible for the review and approval of development projects, including commercial and residential subdivisions, Preliminary Plans, Site Development Plans, grading permits, building permits, and major projects that support economic development.The position is responsible for providing efficient, timely, and realistic solutions to complex engineering issues related to stormwater runoff, drainage, stormwater management, water and sewer, and roads in a fast-paced environment. The Engineer I is an entry-level position, where employees receive close supervision in performing engineering tasks.

NATURE AND VARIETY OF WORKWork involves responsibility for performing entry-level engineering duties associated with the review, planning, location, design, construction, maintenance, and operations of residential, commercial, and infrastructure projects.Work involves the application of engineering knowledge to ensure assigned projects are in compliance with applicable site design, stormwater, engineering, and construction industry standards, Federal, State, and County codes.Work is performed within established policies and professional standards and is reviewed through conferences and reports for adherence to schedules and standards applicable to the assignment by the higher-level engineer or management official. Work includes the ability to tactfully deal with people effectively and equitably.(Note: The duties and responsibilities enumerated in this class specification are for the purpose of determining a common set of minimum qualifications and salary level for all positions in this class.   • Reviews road, stormwater management, storm drain plans, and water and sewer plans for development projects, including permits, site development plans, and subdivisions.
  • Reviews stormwater management plans for conformance to County, State, and Federal codes, standards, and regulations.
  • Reviews Preliminary, Site Development Plans, and variance applications.
  • Reviews subdivision plans and record plats.
  • Reviews grading and building permits.
  • Reviews cost estimates associated with Public Works Agreements and grading bonds.
  • Coordinates reviews with the Office of Planning and Zoning and the Department of Public Works.
  • Meets with owners, consultants, developers, and outside agencies.
  • Responds to and investigates project design, review, and drainage questions, concerns, and requests.
KNOWLEDGE, SKILLS, AND ABILITIES
  • Knowledge of the application and use of computer technology in related engineering analysis.
  • Knowledge of stormwater management, water, sewer, storm drainage, and roads design requirements and accepted practices.
  • Knowledge of stormwater management, including Low Impact Site Design techniques and infrastructure code requirements, and accepted practices.
  • Ability to provide technical guidance to inspectors and technical support staff.
  • Ability to establish and maintain effective work relations with colleagues, developers, engineers, architects, contractors, inspectors, and the public.
  • Ability to communicate effectively, orally and in writing.
  • Ability to coordinate with internal and external stakeholders, including regulatory agencies and the public, and attend meetings, to provide professional-level technical expertise.
Education:A bachelor's degree from an accredited four-year college or university with a degree in engineering or a related field. And a valid non-commercial Class C motor vehicle operator's license.Note: For a University or College outside the United States, the applicant must provide documentation of accreditation and educational equivalency, which can be accomplished through a credential evaluation service. Applicants with a foreign degree must provide this documentation upon the close of the announcement. An Accredited University or College is the recognition from an accrediting agency that an institution maintains a certain level of educational standards. The U.S. Department of Education maintains a database of accrediting agencies it recognizes for schools within the United States.

Preference will be given to applicants with the following:

  • Familiarity with the design of residential, commercial, and industrial subdivisions and land development projects.

  • Proficiency with County and Maryland State Stormwater Management Regulations.

  • Design and/or review of public water and sewer plans and roads, stormwater management, and storm drain plans.

  • Excellent communication skills interacting with the public, consulting engineers, contractors, and inspectors.

  • One to two years of engineering-related experience (which may include internship experience).

  • Engineer-In-Training (EIT) Certification
